Description
The U.S. Department of Agriculture, Office of the Chief Financial Officer, National Finance[n1] Center (OCFO, NFC), seeks primarily to procure hotel rooms in the Shreveport/Bossier City, LA area, for OCFO, NFC employees in the event of an emergency. The hotel rooms or suites should include a kitchen area with a stove or stove top, full-size refrigerator, microwave and sink. OCFO, NFC requires that should an emergency event occur that shifts operations to its alternate work site facility in the Shreveport/Bossier City area, a designated point-of-contact (POC) can contact the hotels designated POC and reserve up to 30 rooms for members of the emergency response team for a minimum of 7 days. The rooms should be available within 24 hours. The scale of the emergency event could result in request for additional rooms. Also, OCFO, NFC would like the flexibility to extend the duration of the stay beyond the initial 7 day period. The second purpose of this requirement is to procure hotel rooms to be used during the OCFO New[n2] Orleans annual Continuity of Operations Plan (COOP) exercise. The COOP exercise ensures OCFO NFCs ability to continue essential functions during a wide range of potential emergencies. Annually, 30 to 40 employees participate in the exercise which is held at the Alternate Work Site located at 1701 Old Minden Road, Bossier City, Louisiana. Typically, the COOP exercise is conducted over a 5 day period between the months of March and June. The third purpose of this requirement is to provide housing for the employees who travel to the Alternate Work Site (AWS) for monthly maintenance of the building and all equipment. Located at 1701 Old Minden Road, Bossier City, Louisiana, the AWS maintenance schedule includes one to five employees for one to five days each month.
