- Description
- The Architect of the Capitol (AOC) has a requirement for the 2021 Presidential Inaugural Sound System. (i) This is a combined Synopsis/Solicitation for commercial items as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposal are being requested and a written solicitation will not be issued.� The AOC anticipates award of a single, firm fixed priced contract as a result of this RFP. (ii) This combined Synopsis/Solicitation will be provided electronically only.� The solicitation number is AOCSSB20R0032 and is issued as a Request for Proposals (RFP).� The AOC intends to award a firm fixed price contract as a result of this RFP.� The FAR clauses and provisions referenced in this solicitation may be reviewed/obtained in full text at https://www.acquisition.gov/browse/index/far .� All agency specific AOC clauses and provisions are included in full text within the solicitation. (iii) �This requirement is being advertised as an unrestricted solicitation.� The applicable NAICS code for this solicitation is 238210 � Electrical Contractors and Other Wiring Installation Contractors. (iv) Refer to Section B of the solicitation for contract line items.� Offerors are to provide a lump sum price for services as detailed in the Statement of Work, specifications, drawings, and other solicitation documents. (v) Proposals will be evaluated on a cost-tradeoff basis to determine which proposal offers the best value to the Government.� Refer to Sections L and M of the solicitation. (vi) Offerors are advised to review all the clauses and provisions included in the solicitation.� Offers must complete required clauses and provisions as part of their proposal, including but not limited to the on-line annual representations and certifications in accordance with AOC52.204-3 Representations and Certifications (Nov 2004).� Offerors are further advised the following AOC contract clauses apply to this procurement and are included in full text: AOC52.215-1 � Instructions to Offerors (February 2018) AOC52.215-5 � Contract Award � Source Selection Procedures (Jun 2004) AOC52.204-7 � Executive Orders Not Applicable to the AOC (February 2018) (vii) Description of Requirements: The AOC has a requirement for services to include the rental, installation, operation, and removal of a Sound System for the 2021 Presidential Inauguration at the West Front of the United States Capitol Building.� The sound system shall be installed per the contract documents to provide high level reinforcement for speech and entertainment.� The sound system shall be operational no later than 3:00 PM local time in Washington D.C. on January 10, 2021. Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR).� However, this procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the best value to the Government. The RFP, and any subsequent amendments, will be issued in electronic format only.� Offerors are encouraged to monitor this site frequently and are solely responsible for obtaining RFP documents and any subsequent amendments issued prior to the closing date. Offerors shall address all question in writing to Adam Birkland, Contracting Officer, via email at Adam.Birkland@aoc.gov.� All questions shall include the solicitation number in the subject line.� Telephone inquiries will not be acknowledged or accepted.� Refer to Section L for additional instructions regarding submittal of questions.
