- May 15, 2020 PRE-SOLICITATION NOTICE SOLICITATION: N40080-20-R-5270 PROJECT TITLE: NMIC-1, REPLACE CHILLERS AND CONTROLS/INSTALL CHILLER CATWALKS, NATIONAL MARITIME INTELLIGENCE CENTER, SUITLAND, MD THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� The intent of this synopsis is to make notice that the Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a solicitation for a firm fixed-price, construction contract for Replace Chillers and Controls at the National Maritime Intelligence Center (NMIC), Suitland, Maryland.� � PROJECT DESCRIPTION: The primary project entails the comprehensive replacement of the building chiller plant equipment and system components. The replacement of chiller system components is limited to the plant equipment and includes, but is not limited to: Chillers 1-4 Associated pumps Variable frequency drives Associated instrumentation Associated controls This solicitation will be advertised ""Unrestricted"" for full and open competition.� This solicitation will utilize a two-phase source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, tradeoff. �The Government intends to award one (1) firm fixed-price contract. � The NAICS Code for this procurement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors and the annual size standard is $16.5M. � In accordance with DFAR 236.204(i), the construction magnitude of this project is estimated between $10,000,000 and $25,000,000. � A Source Sought was issued on March 11, 2020 under Solicitation Number N40080-20-R-5270, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.� As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition.� The NAVFAC Washington small business office concurs with this decision. � The solicitation is expected to be posted to the beta.SAM website at https://beta.sam.gov/ around early June 2020. � The solicitation, drawings, and specifications are not available at this time.� Offerors can view and/or download the solicitation, and any attachments, at beta.SAM when they become available.� Hard copies of the solicitation will not be provided. �It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to register for the solicitation when downloading from the website in order to be notified of any changes to this solicitation. � IMPORTANT NOTICE: All prospective offerors must be registered in the System for Award Management (SAM).
