- The VA Central Western Massachusetts (CWM) located in Leeds, MA has a requirement for a Firmed Fixed Price construction project that requires a general contractor to carry out a multi-phased construction in an occupied patient care building for the requirements of the 631-451 Upgrade Primary Care Project. This includes the construction of two (2) expansion/additions of approximately 2000 SF each onto a historic masonry building, total renovation of approximately 10,500 SF of existing clinical space, and partial renovation of approximately 10,800 SF of space both of which are located within the historic building. This work includes asbestos abatement, new HVAC, architectural work and finishes, electrical fixtures and technology upgrades, physical security systems, a temporary loading dock, elevator upgrades, demolition of existing greenhouse, structural modifications and new exterior work. The contractor will carry out the project while the building is occupied and in use of upper floors. The construction cost range for this project is between $10,000,000 and $20,000,000. The requirement will be solicited as a Small Business set aside. The applicable NAICS code is 236220 and the size standard is $39.5 million. The solicitation is being issued as a Request for Proposal (RFP) under FAR Part 15.101-1 Best Value Continuum where a tradeoff is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Non-price evaluation factors will include the Technical Evaluation of Experience and Past Performance. The solicitation package will be available on or about June 1, 2020. The date for receipt of offers is scheduled for August 4, 2020 at 2:00PM EST.
