- Description
- The U.S. Army Corps of Engineers - Galveston District Office requires a contract for Improvements for the Houston Ship Channel (HSC),Placement Area(PA), in Chambers County, Texas. THE WORK CONSISTS OF: Improvements at Placement Area 15, a dredged material placement area located in the middle of Galveston Bay, only accessible by water. Improvements consist of dike raising of approximately 300,000 cy around the perimeter of the site as well as work on three drop outlet structures, to include raising removal, and replacement. Dike raising work will consist of placement of approximately 300,000 CY of semi-compacted fill, raising, removal and replacement of existing drop outlet structures.� Contractor should have experience with dredged material placement areas construction and demonstrate previous contract experience as a Prime Contractor raising dikes of dredged material placement areas, constructing ditches in dredged material placement areas, and installing new drop outlet structures at dredge material placement areas. Contractor should expect to use equipment with low ground pressure due to the soft/wet material in which the equipment will be operating. Contractor should observe conditions associated with Dredged Material Placement Areas. Conditions within the placement area are typically very wet.� Placement Area 15 Dredged Material Placement Area is located adjacent to the Houston Ship Channel in Galveston Bay and is only accessible by water.� Contractor should expect heavy barge and ship traffic in the water around the site and should be familiar with the effects of ship wakes produced by passing ship traffic.� _____________________________________________________________________________________ 1.� Completion Time for this project is estimated at 400 calendar days after acknowledgement of the Notice to Proceed. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted. 2. �The solicitation issued will be a firm-fixed price contract award. Estimated magnitude for this effort is estimated to be between $5,000,000.00 and $10,000.000.00. 3. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 2) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the Notice to Proceed. 4. Furnish pre-award documents within 1 working day after Bid Opening. Prior Government contract work is not required for submitting a response to the solicitation. This solicitation is subject to the availability of funds. The Solicitation is an Unrestricted Procurement. The Solicitation will be issued on or about 02 July 2020. Response date on or about 3 August 2020. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $37.5 Million. NAICS code 237990 - Construction/Dredging. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.
