Description
This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2.� The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, �Honolulu Harbor Maintenance Dredging, Honolulu, Island of Oahu, State of Hawaii,� as described within this announcement. � The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement.� Solicitation plans and specifications will be made available for viewing and/or downloading on the beta SAM website located at https://www.beta.sam.gov/.� The Government intends to solicit this requirement as an unrestricted procurement.� The North American Industry Classification Code (NAICS) for this requirement is 237990 (Dredging and Surface Cleanup Activities).� The small business size standard for this NAICS code is $30,000,000 average annual revenue.� [Note:� To be considered small business for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.] The Government intends to award a firm fixed-price contract as a result of this solicitation.� �������������������������������������������������������������������������������������� Project Description:� This project to conduct maintenance dredging by mechanical clamshell dredge within the federal limits of Honolulu Harbor.� Dredging would be limited to shoaled areas where sediment has accumulated and resulted in harbor depths shallower than authorized depths, and the sediment will be disposed of at the South Oahu Disposal Material Disposal Site and an upland disposal site, with dewatering at Barbers Point Harbor.� The proposed dredging is needed to restore authorized harbor depths needed for vessel navigation by removing approximately 140,000 cubic yards of sediment.� The dredging of the sediment will require continued communication with the State of Hawaii, Harbors Division for coordination of dredging Honolulu Harbor. The area within the channel is physically confined underwater by dredged channel ledges and surrounding reef flat and is impacted by tidal current and wave energy (variable with the time of year).� Best Management Practices (BMP) measures will be necessary to abate the spread of dredge-generated turbidity plumes to marine resources (e.g. coral) in the surrounding reef flat and channel ledge.� Work in the entrance channel is determined to be extremely difficult as work will be: (a) exposed to the open ocean with tidal / swell exposure; (b) restricted to evening hours; (c) contained within a limited work space, as a portion of the channel is required to remain open at all times; and (d) subject to tugs and barges passing by.� In addition, dewatering operations for unsuitable material will require expertise necessary to meet stringent standard of the upland disposal site within a timely manner. The major elements of the scope of work include: pre-mobilization activities; compliance with applicable environmental requirements; mobilization which includes preparation of temporary construction staging; dredging of accumulated sediments; transportation and sediment disposal to the U.S. Environmental Protection Agency (USEPA) designated South Oahu Ocean Dredged Material Disposal Site; disposal of �unsuitable� sediment material at an upland disposal site; and, demobilization which includes the restoration of the temporary construction staging areas to its original condition. The estimated performance of period is 540 calendar days.� The project magnitude is $10,000,000 to $25,000,000.� A pre-bid site investigation will be conducted by the Government at Honolulu Harbor, Island of Oahu, State of Hawaii at a date and time that is to be determined.� The site visit also may include a visit to Kalaeloa for the dewatering site followed by going to Honolulu Harbor.� Information on the site visit will be clarified in the solicitation. It is the bidder�s responsibility to check for any posted changes to the solicitation.� Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.� Bidders must have and/or maintain an active registration with the System for Award Management (SAM) website to be eligible for a Government contract award.� To register in SAM, go to https://www.sam.gov.� Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
