- The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department, Code 02 intends to award a contract for the manufacture, acceptance inspection and delivery of the Mk 70 Pressure Cartridges on a limited sources basis to Ensign-Bickford Aerospace and Defense Company (CAGE 96336), 640 Hopmeadow Street Simsbury, CT 06070 or Pacific Scientific Energetic Materials Company (CAGE 54181), 7073 W Willis Road Chandler, AZ 85226. Ensign-Bickford Aerospace and Defense Company and Pacific Scientific Energetic Materials Company are the only vendors capable of manufacturing, acceptance inspection, and delivery of pressure cartridges. The intended contract will consist of a base year and four (4) option years. This synopsis is for information purposes only. The proposed contract action is for supplies which the government intends to solicit and negotiate with two sole sources �under the authority of FAR 6.302-1. The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) requires a contractor capable of providing the following on behalf of the United States Navy (USN): materials, tooling and equipment necessary to fabricate, perform in-process and acceptance test, and package the hardware parts.� They shall provide copies of all material sources (manufacturers and vendors), certification documents, and quality assurance (QA) testing of as-received material inspections. The Solicitation will be restricted under 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements.
