Page 4 of 16 Department of Veterans Affairs Veterans Health Administration Sources Sought Notice VISN 01 Armored Car Services This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The Contractor shall provide all supervision, personnel, material, equipment, supplies, labor, tolls and transportation in providing Armored Car Services for the Agent Cashiers and Veterans Canteen Services throughout VISN 01 to include: Togus, ME; White River Junction, VT; Bedford, MA; Boston, MA- includes Brockton, Jamaica Plain and West Roxbury; Manchester, NH; Northampton, MA; Providence, RI; Connecticut- Newington and West Haven. If a normal pickup day coincides with the federal or bank holiday, the VA has the option to request an additional pickup that holiday week. Agent Cashier and the Canteen from the VA will telephone specified bank on individual Task Order prior to the armored car pickup at the specified location on individual Task Order and make arrangements for the needed cash and coin. Contractor will pick up the locked bag of money from the bank, then safely store and deliver to the VA Agent Cashier or Canteen with the next scheduled pickup. Contractor will need to check in with VA Police upon arrival on station. Driver will provide picture IDs provided by the armored car company for pickups and deliveries. When making deliveries and pickups to and from the specified VA location, Contractor s personnel are required to proceed directly to and from the pickup points with no deviations in route. Contractor is required to make pickups from the specified VA location and then deliver to the VA s Depository on the same day. Pick-up and delivery log procedures will be established within individual Task Order. Contractor shall provide a copy of signed and dated receipt for each pick-up. A receipt signed by the consignee shall be conclusive evidence that the shipment was received securely sealed and that the package(s) were free from any cutes, holes, or other defects that could permit loss of contents. Shipments shall be securely and distinctly sealed and/or locked and tagged. The contractor will be liable for the loss of shipments from the time of pick-up until delivered to the consignee. Maximum liability to the contractor is $150,000. Contractor must provide evidence of insurance coverage to the Contracting Officer. Contractor shall be liable for the security of all its property once received into its possession. Upon request by the Government, Contractor must demonstrate evidence of responsibility and provide the following information to the Contracting Officer: List of names and profile experience of personnel who will be performing under the contract Company experience: list of three references of similar type of service. Rolled change orders will be returned with rolls intact. RESPONSE COMMITMENT Response: All responses should be directed to Monica.Acosta@va.gov . Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked ""proprietary"" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Timeline : This request will close on stated date within the Government Point of Entry (GPE). Submittal: In your response, please provide the following information based on the requirement. Your company s capability of fulfilling or exceeding this requirement as it is described. Proof of certifications and/or licenses If you provide these services on your FSS Schedule contract, please provide your FSS Schedule contract information. Please also provide name of company, company address, a contact person s name, telephone number, fax number and email address. DUNS number, and indicate if actively registered on System for award management (SAM) Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow.
