- INTRODUCTION The Transportation Security Administration (TSA) is conducting market research to determine interest, capability, and socio-economic category of potential sources for Firing Range Services to support the Boston Field Office within the Office of Law Enforcement at TSA. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is�to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.� Note: If you are submitting a capabilities statement and your firm does not own/operate the proposed range facilities, your capabilities statement must address how your firm will meet performance requirements/Limitations on Subcontracting.� See Federal Acquisition Clauses 52.219-3, 52.219-14, 52.219-27, or 52.219-29 for information concerning performance requirements/limitations. BACKGROUND The use of commercial or Governmental firing ranges are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties. SCOPE The requirements for an acceptable range are included in the DRAFT REQUIREMENTS section below. The intent of the acquisition is for the rental/usage of existing ranges meeting all specifications outlined in the DRAFT REQUIREMENTS. RESPONSE INFORMATION In order for the TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the required services, a Contractor's Capabilities Statement is requested. This statement must identify your company's capabilities to meet the requirements identified in the attached DRAFT Statement of Work (SOW), Full Company Name, DUNS Number, Company Point of Contact, mailing address and phone number, Current Business Size (i.e., small business, 8(a), woman owned, veteran owned, etc.), and what experience you have providing similar and/or same services. The capabilities statement shall not exceed four (4) pages in length and shall be in either PDF or MS Word Format. Interested parties are responsible for ensuring they have the most up-to-date information regarding this acquisition. This Sources Sought Notice is issued solely for informational and planning purposes only and is not a solicitation. A Government requirement for this service is being developed, and a contract may or may not result. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. Draft Requirements The range shall be within 25 miles to the Los Angeles International Airport (LAX). The range must comply with applicable, local, state and federal regulations, including but not limited to, lead exposure. If OSHA standards are not in accordance with regulation, the government has the unilateral right to terminate contract at any time via written signed modification. The following OSHA programs are applicable: Lead: � 29 Code of Federal Regulations (CFR) 1910.1000, Air contaminants http://www.gpo.gov/fdsys/pkg/CFR-2014-title29-vol6/pdf/CFR-2014-title29-vol6- sec1910-1000.pdf � 29 CFR 1910.1025 http://www.access.gpo.gov/nara/cfr/waisidx_10/29cfr1910a_10.html Signs and tags: Section 1910.145 https://www.osha.gov/Reduction_Act/TAGS-SUP.html The proposed range must meet the following standards to qualify for consideration: � Live-fire training facility for training and certifying personnel in the use of handguns, and accommodate the following: 9mm, .40 S&W, .357 Sig, .556 (frangible) ammunition, 12-gauge shotgun ammunition and FX Simunition marking cartridges. � TSA will have priority of use. � Range must possess a minimum of 10 firing positions with distinct shooting positions for the 1.5, 3, 7, 15 and 25-yard lines. � The range must possess target carriers to hold the targets or remote controlled turning targets compatible to fit various target sizes. � Weapons cleaning area will be covered overhead � Weapons cleaning area will be large enough to accommodate cleaning tables/benches and cleaning materials. � Firing lines will be marked so it is apparent to shooters. � If the range has an earthen backstop, sufficient distance will be maintained between the closest firing line and the earthen backstop to reduce the possibility of back spatter and ricochets. � Disposal of contaminants produced by the muzzle and ejection port of weapon will be the responsibility of the contracted range. � Personnel will not be exposed to airborne contaminants above permissible limits in accordance with 29 CFR 1910.1000, Air contaminants, Table Z-1. � Emergency egress paths will not require travel downrange from the primary firing line. � Emergency egress plans and fire protection will be in compliance with local, state, and federal regulations. � Signal for cellular phone service must be adequate or if signal cannot be obtained landline must be installed for emergency calling. � Warning signs will be in accordance with OSHA standard section 1910.145. � Roads and parking will be accessible by passenger vehicle, light or medium trucks, and vans. � Parking lot will be able to accommodate a minimum of 25 vehicles and in compliance with Americans with Disabilities Act (ADA) accessible parking spaces table. � Discharge of storm water runoff and drainage must meet requirements of federal, state, and local laws. � The range must have male/female washroom/restroom facilities with running water. � Electrical outlets and wiring will meet applicable federal, state, and local codes. � The range rules cannot disallow movement between firing points or restrict movement oriented firearms training by students (i.e. standing to kneeling transitions.). � The range should have space for a CONEX box that is required for storage of one quarter's supply of: targets, ammunition, and simulated aircraft seats. Range and other equipment deemed necessary will be stored in this unit. � The range shall provide a classroom in conjunction with the range. � TSA personnel will use the range 144 days a year in 8 hour increments.
