- This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY.� This is NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS.� Responses to this request will not be returned.� Not responding to this sources sought does not preclude participation in any future potential solicitation.� It is the intent of the Contracting Office to use this information for market research purposes only pursuant to FAR Part 10 (Market Research). � The Government is issuing this Source Sought to identify the resources available and interested parties to: engineer, design, and build a Medium Class Hopper Dredge. �The survey is being conducted to determine the interest of industry within NAICS 336611- Ship Building and Repairing, and establish that there are adequate Large and/or Small Business (HUBZONE, 8(a) or Service Disabled Veteran Owned Small Business) contractors that will provide a Medium Class Hopper Dredge (MCHD) that complies with the Merchant Marine Act of 1920, commonly known as the Jones Act.� Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirements for this sources sought notice is found in attachment 1- 3010 MCHD Source Sought Requirements.� The Government WILL NOT PAY for the provision of any information, nor will it compensate any respondents for the development of any such information. In accordance with (IAW) FAR 3.104-4 contractor information may be disclose only to authorize personnel. Please NO proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice unless contractor deems absolutely necessary; then, it should follow FAR 52.215-1(e) restriction on disclosure and use of data. �At this time, it is anticipated that a solicitation for the MCHD will be released on or around December 2020 via the Contract Opportunities website, beta.SAM.gov. The United States Army Corps of Engineers (USACE) maintains a minimum dredging fleet that includes the hopper dredges ESSAYONS, YAQUINA, WHEELER, and MCFARLAND, pursuant to Public Law (PL) 95-269 (1978).� These government hopper dredges play an important role in guaranteeing the ability of the Corps to deliver our navigation mission and enable safe, reliable, effective and environmentally sustainable waterborne transportation systems for vital national security, commerce, and recreation needs.� The Water Resources Development Act (WRDA) of 1996 and WRDA 2007 further directed the dredges WHEELER (WRDA 1996) and MCFARLAND (WRDA 2007) to operate in a Ready Reserve status for national defense, emergency needs, and contract work for instances when private industry has failed to submit a responsive and responsible contract bid.� As a reserve fleet, the WHEELER and MCFARLAND provide essential capability to the Nation in maintaining the flow of commerce, in support of national security missions, and during emergencies.� The U.S. Army Corps of Engineers Marine Design Center (MDC) intends to procure a new Medium Class Hopper Dredge as part of the USACE minimum fleet. The new MCHD will replace Philadelphia District�s existing hopper dredge MCFARLAND, which was delivered in 1967.� The new MCHD will continue to operate in a Ready Reserve status, suitable for call-outs within 72 hours to urgent or emergency dredging requirements via direction of the USACE Director of Civil Works or his/her designees. The MCFARLAND periodically performs critical readiness and training exercises to ensure the ability of the vessel and crew to perform urgent and emergency dredging work.� These exercises are currently limited to the Delaware River and Bay.� During the remainder of the year, the MCFARLAND is maintained pier-side by a reduced crew and remains poised for Ready Reserve The MCFARLAND�s primary geographic areas of responsibility include the Delaware River and Bay, the Eastern seaboard and its harbors, and the Gulf of Mexico including the Southwest Pass (lower 33 miles) of the Mississippi River. FAR 52.215-3�Request�for�Information�or Solicitation�for�Planning Purposes.
