Description
The US Army Corps of Engineers, Los Angeles District is seeking sources in support of the Rio de Flag Flood Control Project, which is a large scale civil works projects primarily within the Northern Arizona area. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the community of construction contractors of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Proposed project will be a competitive, firm-fixed price, design-bid-build contract procured in accordance with FAR 15, Negotiated Procurement using lowest priced technically acceptable (LPTA) procedures.� �However, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision(s) to be issued will depend upon the responses to this synopsis. Project Description:� Construction services will consist of Channel Improvements along both the Rio de Flag and Clay Avenue Wash channels, and the construction of an underground concrete confluence structure.� The channelization of Clay Avenue Wash channel will begin at an upstream inlet structure transitioning into an open rectangular concrete channel and then transitioning into an underground reinforced concrete box channel ending at the confluence on Clay Avenue Wash and Rio de Flag (approximately 5000 feet).� The channelization of the Rio de Flag channel will begin at the underground confluence structure as an underground reinforced concrete box channel and then transitioning into an open trapezoidal channel with riprap placed on invert and side slopes.� Work includes widening and deepening by large scale excavation (300,000 - 500,000 cubic yards), grading, and compacted fill; disposal of excess excavated material; installing over 1 mile of underground reinforced concrete box channel, about 0.5 miles of riprap slope protection, critical underground concrete confluence hydraulic structure, maintenance, drainage culverts, many utility relocations, landscaping and mitigation planting, A.C. paving, access ramps, safety railing and appurtenant work. The project is complex with multiple geotechnical concerns ranging from environmentally impacted soils, extremely hard to soft rock and soil, and shallow groundwater conditions that will likely impact site grading and construction of the Channel Improvements and the construction of the underground concrete confluence structure.� Construction methods will include hard rock excavation during grading and utility excavation, groundwater dewatering, shoring, environmental cleanup and disposal, cut slope and trench stabilization, and instrumentation installation and monitoring. Location of work:� Rio de Flag channel within the City of Flagstaff in Coconino County, AZ. Estimated value of project:� Between $25,000,000 - $100,000,000. Estimated duration of the project: 730 calendar days. The North American Industry Classification System code for this procurement is 237990, Other Heavy and Highway Construction which has a small business size standard of $36.5M Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. 8(a) firms are reminded they need to have a bonafide office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated the solicitation issuance date is on or about 15 July 2020 and the estimated proposal due date of the will be on or about 20 August 2020. The official synopsis citing the solicitation number will be issued on BetaSam.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: � Firm's name, address, point of contact, phone number, and e-mail address. Firm's interest in proposing on the solicitation when it is issued. Firm's capability to perform a contract of this magnitude and complexity based on the description and information above include: firm's capability to execute construction, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of performance, dollar value of the project, performance of contract cost management and customer satisfaction - provide at least 3 examples maximum (3) pages. Response MUST demonstrate successful experience in: Excavation and grading in extremely hard to soft rock/soil conditions; Utility relocation and utility excavation into extremely hard to soft rock/soil conditions; Cut slope and trench stability utilizing open excavations and shoring; Demonstration of cast in place construction and hydraulically complex underground concrete; Excavation and removal of environmentally impacted soils and groundwater; Well installation and groundwater dewatering; Grading construction in adverse geologic conditions in conjunction with existing structures and BNSF right-of-way; Grading and construction within limited working space or limited construction easements; Excavation and construction in and round existing structures; Demonstrate past successful projects within BNSF right-of-way and understanding of all BNSF review and submittal process. Instrumentation installation and monitoring; and Rip-rap placement on channel slopes. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or EDWOSB or WOSB. Firm's Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information is acceptable.� Critical partner, sub contactor or employee successful relationships with designers. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company and current capacity. � Interested Firm's shall respond to this Sources Sought Synopsis no later than Monday 15 June 2020, 2:00pm (PST).
