- The Department of Veterans Affairs, VA Providence Rhode Island, has a requirement for their Research and Education Department to purchase a split-belt Fully Instrumented Treadmill that will be used for rehabilitation and functional restorative studies following spinal cord injury. This equipment will permit continued high impact studies that integrate neuroscience, neurotechnology, and neurorestoration with the ultimate goal of improving health of Veterans and others. This system includes two independent and highly accurate 6-component force measuring belts (Fx, Fy, Fz, Mx, My, Mz). Furthermore, each belt can be independently controlled in both forward and reverse direction with high precision at desired speed and acceleration. Section A Supplies or services and Price/Costs The contractor shall furnish all labor, engineering, testing, supplies, parts and components to deliver and field the items set forth in the schedule. Description Qty Unit Treadmill with 6 Component Half Bridge Pylons Fully Instrumented Split-Belt Treadmill with Two 20-inch wide belts 1 ea Left Side Instrumented Handrails for ITC-11 Treadmills Includes cables and amplifiers 1 ea Right Side Instrumented Handrails for ITC-11 Treadmills Includes cables and amplifiers 1 ea Services - 20% Educational Research Discount n/a n/a Services - Installation, Training and Travel for Two Bertec Technicians n/a n/a Services - Shipping Charges n/a n/a Section B: Statement of Work Title of Project(s): The Role of M1 Leg Area in Volitional and Stereotyped Control of the Lower Limb and VA RR&D Center for Neurorestoration and Neurotechnology. Purpose: The purpose and scope of this research contract is the provision of the Bertec Fully Instrumented Split-Belt Treadmill. Background: The project has an overall vision of designing and developing neurotechnology to help wounded warriors with spinal cord injury. The Merit Award focuses on improvement in our understanding of how the brain controls leg movement, how spinal cord stimulation drives leg function, and establishing a toolset to test hypotheses. In so doing, the VA PI (Borton) in partnership with Rhode Island Hospital, Microleads Medical, and Intel Corporation, have developed a novel device, the Intelligent Spine Interface (ISI), which is a study that enables clinical evaluation of the concepts and knowledge gained in the Merit Award in human participants. Modification of the PI s Merit Award will support 2 study participants this year. The Bertec treadmill is necessary to perform human clinical SCI rehabilitation studies. It is the only split-belt treadmill used by labs and hospitals around the country with direct support for, and integration with, video capture systems (Vicon), electromyography systems (Delsys) and many other components of our clinical rig. Support for this equipment will permit continued high-impact studies that integrate neuroscience, neurotechnology, and neurorestoration with the ultimate goal of improving health of Veterans and others. Requirements: The contract shall carry out the following services: Provide the Bertec Fully Instrumented Split-Belt Treadmill to include: Split-Belt Treadmill which includes 6 Component Half Bridge Pylons and two 20-inch wide belts Left side instrumented handrails, which include cables and amplifiers Right side instrumented handrails, which include cables and amplifiers Additional equipment (i.e., connectors, etc.) User manual(s) Service and support: Provide a two-day onsite in-person installation and training; Provide remote and onsite technical support to assist with use, troubleshooting and repair Release of software upgrades 1 Year warranty Delivery and Schedule If for any reason any deliverable cannot be completed within the scheduled time frame, the contractor is required to explain why in writing to the CO, including a firm commitment of when the work shall be completed. This notice to the CO shall cite the reasons for the delay, and the impact on the overall project. The CO will then review the facts and issue a response, in accordance with applicable regulations. Changes to Statement of Work Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. The Contracting Officer s Representative will keep a copy of each change in a project folder along with other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. The risk of performing work without a valid funding order in place is entirely upon the contractor. Confidentiality and Nondisclosure The COR will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to task order deliverables specifically. Any request for information relating to this contract, presented to the contractor, shall be submitted to the COR for response. Press releases, marketing material, or any other printed or electronic documentation related to the project task order deliverables, shall not be publicized without the written approval of the COR. Any publication resulting from the work done regarding specifically the final deliverables for this contract shall be in accordance with VHA Publications Handbook 1200.19; the appropriate legend citing VA support shall be utilized. Vendors shall currently be VA Vendor Information Pages (VIP) verified or verified by the date of award which is anticipated to be June 12, 2020. The VIP website is www.vip.vetbiz.gov. SDVOSB s, VOSB s or SB s believing they can provide the services and meet the verification requirements should email a capabilities statement to Phillip.crockett@va.gov no later than May 20, 2020. Inquiries/information received after the established deadline shall not be considered.� The submission of any data for review shall not impede award of this contract as planned.� The Government does not intend to pay for information.�
