- THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is strictly for market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 334516 (size standard of 1000 Employees). Responses to this sources sought will be used by the Government to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office Gilbert, is seeking sources to determine the availability of vendors capable of providing the requirement for a Siemen Syngos Cardiology Picture Archiving and Communication System (PACS) along with implementation, migration, and education services for the Southern AZ VA Health Care System hereafter (SAVAHCS). In review of the commercially available cardiology PACS options, the following specifications were identified as facility requirements: Integration with existing CPRS Clinical Procedures Integration with existing LTS system (GE Enterprise Archive 4.0) Integration with Cerner EHRM Virtual Server Utilization Concurrent Workstations Customizable study data export to Electronic Medical Record (EMR) User-friendly GUI DICOM study type HL7 supported Support post analysis software such as Tom Tech Windows 10 operating system Windows Server 2012 or later SQL Server 2014 or later Inclusion of Data Migration and Validation (approximately 9TB) Inclusion of all software, licenses, project management and installation Inclusion of clinical and biomedical engineering training National Enterprise Risk Analysis Approval or in progress Vendor to provide installation, configuration, and testing of Syngo Dynamics V40 EL Server platform . All travel and project management expenses are to be included. A post-award kick-off meeting is required with identification of milestones, deliverables and timelines to ensure clear delineation for all parties involved. Data migration of approximately 9TB in DICOM format from the existing Enterprise Archive servers will be completed within 30 days and SAVAHCS will be provided quantitative reports at least once every 5 business days indicating the status of data migration. If contractor or subcontractor delays the achievement of the milestone dates identification at the post-award kick-off meeting by more than two (2) weeks from the date as mutually agreed upon then the delaying party agrees to. Training is to be provided for clinical staff and biomedical engineering, to include generation of formatted text documents (reports) for a study, Syngo Dynamics' three primary configuration/maintenance tools: SysAdmin, Service Tools and Configuration Tool, and on-site administration of a Syngo Dynamics Server, Workplace and WebPortal. Integration and testing of syngo Dynamics, workflow, integration, and solution design assistance to be provided by the vendor. Hardware, OS and SQL to be provided by Southern Arizona VA Health Care System through a converged virtual infrastructure (CVI). Pre-configured syngo Dynamics EL system version VA40 with HSM archive will provide the EL Server software VA40, EL Archive Manager Software, PAC Sor HSM, Syngo Dynamics Remote access, Concurrent Workplaces (Qty 8), Adult echo reading and reporting, Invasive reading and EL reporting. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory.
