Description

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on Power Test, INC being the only company capable of providing all necessary equipment and materials (e.g. load absorbing dynamometer, not limited to the combining gearbox, and relevant sensor suite) to finalize the design and integration of the Hybrid-electric Integration, Validation, and Experimentation (HIVE) facility that meets the Government�s minimum requirement. The Government intends to solicit and negotiate with Power Test, INC, N60W22700 Silver Spring Drive, Sussex, WI 53089-3966. This notice of intent is not a request for competitive proposals.� However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. �A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.�
