- Dear Industry Partners, This notice is a follow-up to the Department of Homeland Security (DHS) Chief Procurement Officer�s (CPO�s) message to Industry on August 19, 2019 regarding FirstSource III.� The DHSCPO in partnership with the Acting Chief Information Officer (OCIO) provides the following information regarding a planned solicitation for the DHS FirstSource III requirement. The DHS Office of Procurement Operations (OPO) intends to issue the FirstSource III solicitation as a small business set-aside with five (5) separate set-aside tracks to include the four (4) small business socio-economic contracting programs:� (1) 8(a); (2) Historically Underutilized Business Zone (HUBZone); (3) Service-Disabled Veteran-Owned Small Business (SDVOSB); and (4) Women-Owned Small Business (WOSB). Track 5 will be set-aside for all small businesses (which includes all small businesses and socioeconomic designated small business concerns).� The Department anticipates�the award of a limited suite of Department-wide�Indefinite Delivery, Indefinite Quantity (IDIQ) contracts from the solicitation. �As you may be aware, the FirstSource III procurement is the follow-on effort to the highly successful DHS-wide FirstSource II IDIQ contracts. Attached for your review is the draft scope document.� This document outlines the preliminary scope of�the FirstSource III acquisition which is�focused across three key areas.� First, the acquisition is designed to continue to provide DHS with the ability to acquire cutting-edge information technology (IT) commodities and related operations and maintenance (O&M) services.��In addition to the purchase of IT commodities and O&M, this acquisition is intended to allow for the purchase of other IT services for delivery, configuration, installation, and training directly tied to the IT commodities acquired through the vehicle.�Finally, this acquisition will enable the purchase of the full range of managed services for IT commodities.� At this time, DHS is not seeking feedback or comments on the Scope document.� This notice is intended to be the first of several industry engagements.� For your planning purposes, the following is a near-term high-level timeline of upcoming events:� � ���������Industry Day Registration Information Provided:� on or before June 29, 2020 ���������Draft Requirements Document & Evaluation Factors: on or before June 29, 2020 ���������Industry Day: Late July 2020 ���������Comments due from Industry:� Early August 2020 �As always, we thank you for your interest and we look forward to your participation throughout the FirstSource III industry engagement process.
