- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M220QNFFK0728 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-06. ��������������������������������������������������������������������������������������������������������������������������������� The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of International affairs and Seafood Inspection (OIASI) has a requirement to collect data in support of implementing the bycatch and shark catch provisions of the High Seas Driftnet Fishing Moratorium Protection Act (HSDFMPA) and to conduct analyses of national regulations, including possible comparisons with applicable U.S. regulations. The Contract Period of Performance is One Year from the Date of Award.���� The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers (1) Technical, (2) Past Performance, and (3) Price. Proposals should include but are not limited to a description of the technical approach to be applied to complete the stipulated tasks, qualifications of proposed personnel, and documentation of past performance in similar work areas. This RFQ is being issued as a 100% small business set-aside.� The associated NAICS code is 541690, Other Scientific and Technical Consulting Services, with a business size standard of $16.5 Million.� Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Technical proposal must show ability to meet the requirements of the Performance Work Statement.� Proposals should include but are not limited to a description of the technical approach to be applied to complete the stipulated tasks, job title and qualifications of proposed personnel, and documentation of past performance in similar work areas.�� Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; A completed copy of the representations and certifications at FAR 52.212-3 starting on page 30 (Clauses) of this solicitation Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement � All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 11:00 A.M. Eastern on May 22, 2020. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted by 4:00 P.M. Eastern on May 26, 2020; Quotes must be submitted via e-mail to Wendy.Culbreth@noaa.gov. The anticipated award date is on or about June 10, 2020. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
