- The Contracting Department, NAVSUP FLC, Norfolk, VA, 23511-3992 intends to award a firm fixed price contract under FAR Part 12 �Acquisition of Commercial Items,� Far Part 13 �Simplified Acquisition Procedures,� and FAR Subpart 19.502-2 Total Small Business Set-asides, for the Naval Safety & Environmental Training Command. This is a competitive action set aside exclusively for small businesses. � This solicitation is for instruction of the Navy�s Competent Person Fall Protection Afloat course. The planned RFQ number is N0018920Q0299. The North American Industry Classification System (NAICS) code for this acquisition is 611519, Other Technical and Trade Schools, with a size standard of $16.5 million. � This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available by downloading the documents at the beta SAM Website as follows: https://www.beta.SAM.gov or FEDBIZOPPS at http://www.fedbizopps.gov on or about Thursday, March 21, 2020. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) prior to award, during the performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual conformation requirements via the Internet at https://www.beta.SAM.gov.
