19 MAY 2020 FROM: MILITARY SEALIFT COMMAND NORFOLK, SERVICE SUPPORT SHIPS PROGRAM (PM41) MARKET SURVEY NO: N32205-MS-PM4-20-018 SUBJECT: MARKET SURVEY SPECIAL TIME CHARTER; EXPLOSIVE ORDNANCE DISPOSAL (EOD) GROUP TWO/MOBILE DIVE AND SALVAGE (MDS) DIVING OPERATIONS SUPPORT THIS IS A REQUEST FOR INFORMATION ONLY, AND YOUR RESPONSE IS NOT AN OFFER.� THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. THE MILITARY SEALIFT COMMAND (MSC) REQUESTS ONE U.S. FLAG, JONES ACT QUALIFIED, VESSEL TO SUPPORT EXPLOSIVE ORDNANCE DISPOSAL (EOD) GROUP TWO/MOBILE DIVE AND SALVAGE (MDS) DIVING OPERATIONS AND TRAINING EXERCISES. � THE OPERATOR SHALL PERMIT UNITED STATES GOVERNMENT (USG) PERSONNEL TO VISIT THE SHIP NO LESS THAN 5 DAYS AND NO MORE THAN 45 DAYS PRIOR TO THE DELIVERY DATE OF EACH PERIOD TO CONDUCT A PRE-DELIVERY SITE SURVEY (PDSS).� THE PURPOSE OF THIS PDSS SHALL BE TO, AT A MINIMUM, IDENTIFY LAY-DOWN LOCATIONS OF MISSION EQUIPMENT (ME) /CONTRACTOR EQUIPMENT (CFE), IDENTIFY LOCATIONS OF ELECTRICAL OUTLETS, AND LIMIT POTENTIAL OBSTRUCTIONS TO OPERATIONS. � THE VESSEL SHALL SUPPORT UNDERWAY AND LOCAL PIER-SIDE DIVING OPERATIONS AND TRAINING, SURFACE-SUPPLIED DIVER TRAINING/OPERATIONS, COXSWAIN TRAINING, UNMANNED SYSTEM OPERATIONS IN SUPPORT OF UNMANNED UNDERWATER VEHICLE (UUV) AND REMOTE OPERATED VEHICLE (ROV) TRAINING REQUIREMENTS, AND ALL OTHER� NON-DIVING TRAINING EVOLUTIONS AS NECESSARY ON A CONTINUOUS 24-HOUR BASIS IN WATER DEPTHS BETWEEN 40-1,000 FEET.� THE VESSEL SHALL BE PREPARED TO CARRY MULTIPLE SMALL BOATS AND CERTIFIED HYPERBARIC CHAMBERS PER UNITED STATES COAST GUARD (USCG) AND UNITED STATES NAVY (USN) REQUIREMENTS, PROVIDE HYPERBARIC CHAMBER SERVICES FOR EMERGENCIES AND ROUTINE DECOMPRESSION OPERATIONS, REPLENISHMENT/MINOR MAINTENANCE SUPPORT, AND PERSONNEL SUPPORT.� THE VESSEL SHALL BE PREPARED TO STORE EXPLOSIVE MATERIALS IN MISSION EQUIPMENT (ME) CERTIFIED READY STORAGE LOCKERS (RSL) AS REQUIRED FOR EOD/MDS OPERATIONS. THE VESSEL WILL ALSO SUPPORT LOADING, STORAGE AND DISCHARGE OF MISSION MATERIALS AND EQUIPMENT, ARRANGING FOR ANY SHORE-SIDE EQUIPMENT IF REQUIRED FOR LOAD/DISCHARGE OPERATIONS. � THE VESSEL AND CREW SHALL BE CAPABLE OF PROVIDING 24 HOURS A DAY SUPPORT TO INCLUDE (BUT NOT LIMITED TO THE FOLLOWING): LAUNCH AND RECOVERY OF DIVERS, SMALL BOATS, ROV�S, AND HYDROGRAPHIC EQUIPMENT. REFUELING SMALL CRAFT ONBOARD. LOGISTICAL SUPPORT (I.E. MESSING, BERTHING AND COMMUNICATIONS). AT SEA TRANSFER OF PERSONNEL AND CARGO ALONGSIDE OR ASTERN IN UP TO SEA STATE 3. INITIAL COMPLETE INSTALLATION OF SURFACE DIVE LAUNCH AND RECOVERY SYSTEM (LARS) WITH NON-DESTRUCTIVE TESTING (NDT) INSPECTION. � AREA OF OPERATIONS: THE VESSEL WILL OPERATE OUT OF VIRGINIA BEACH, VA AND THROUGHOUT THE WESTERN ATLANTIC OCEAN, KEY WEST, FLORIDA, GULF OF MEXICO, AND THE CARIBBEAN AND BE REQUIRED TO PULL INTO MILITARY AND CIVILIAN PORTS AS NEEDED BY SPECIFIC TRAINING EVOLUTIONS. LOCATION TO BE NAMED IN OFFEROR PROPOSAL TO ALLOW FOR OPERATIONAL PLANNING. � CHARTER PERIOD: ABOUT 112 DAYS � THE VESSELS SHALL HAVE THE FOLLOWING MINIMUM CHARACTERISTICS: VESSEL REQUIREMENTS TABLE FLAG U.S. FLAG, JONES ACT QUALIFIED VESSEL LAYDAYS 01 AUGUST 2020 VESSEL CERTIFICATIONS THE VESSEL SHALL BE UNITED STATES COAST GUARD (USCG) CERTIFIED UNDER 46 SUBCHAPTER I AND AMERICAN BUREAU OF SHIPPING (ABS) CLASSIFIED OR AN INTERNATIONAL ASSOCIATION OF CLASSIFICATIONS SOCIETIES (IACS) MEMBER SOCIETY.� AT A MINIMUM, THE VESSEL, LAUNCH AND RECOVERY SYSTEMS, CRANES, WEIGHT HANDLING EQUIPMENT AND UNIQUE SHIPBOARD STORAGE APPLIANCES SHALL BE MAINTAINED AND SHALL BE CLASSED BY THE ABS (OR EQUIVALENT SOCIETY). ENDURANCE AND SEAKEEPING THE VESSEL MUST BE CAPABLE OF SUPPORTING AT-SEA OPERATIONS FOR UP TO 14 DAYS WITHOUT RESUPPLY.� IN ADDITION, THE VESSEL SHALL BE ABLE TO OPERATE IN CONDITIONS UP TO AND INCLUDING SEA STATE 5 AND CONDUCT LAUNCH AND RECOVERY OF SMALL BOATS, DIVERS, RIGID HULL INFLATABLE BOATS (RHIB), AND COMBAT RUBBER RAIDING CRAFT (CRRC), UP TO SEA STATE 3. WATER DEPTH VESSEL SHALL FACILITATE OPERATIONS IN WATER DEPTHS OF 40 � 1000 FEET SPEED MINIMUM 10 KNOTS TRANSIT SPEED. DYNAMIC POSITIONING VESSEL SHALL BE EQUIPPED WITH AN OPERABLE DYNAMIC POSITIONING SYSTEM TWO (DP2) OR EQUIVALENT.� THE VESSEL SHALL BE CAPABLE OF MAINTAINING A SPECIFIC HEADING AT SPEEDS OF ONE KNOT OR GREATER AND MAINTAINING STATION WITHIN A 150-FOOT RADIUS OF THE ESTABLISHED POSITION IN CONDITIONS UP TO AND INCLUDING WINDS OF 30 KNOTS AND SEA STATE 5 (UP TO 12 FEET) ALONG WITH TWO FULLY QUALIFIED, CERTIFIED DYNAMIC POSITIONING OFFICERS, IN ORDER TO SUPPORT 24/7 OPERATIONS AND TRAINING. DECK SPACE THE VESSEL SHALL HAVE 5,500 SQ. FT. OF CONTIGUOUS OPEN DECK SPACE OF SUFFICIENT DECK STRENGTH TO LOAD THE REQUIRED ME/CFE BELOW. THE VESSEL SHALL ALSO HAVE THE CAPABILITY TO CONDUCT UNIVERSAL FOUR-POINT LASHING TO THE DECK. VESSEL MUST PROVIDE SUPPORT EQUIPMENT FOR ONLOADING/OFFLOADING AND HANDLING ALL ME/CFE AND MISSION-RELATED EQUIPMENT, TO INCLUDE THE ABILITY TO MANEUVER THEM ONBOARD AND SECURE THEM TO THE DECK IN ACCORDANCE WITH FEDERAL REGULATIONS. VESSEL LAUNCH AND RECOVERY THE VESSEL SHALL BE EQUIPPED WITH A LAUNCH AND RECOVERY SYSTEM CAPABLE OF HANDLING MISSION EQUIPMENT ITEMS (F) THROUGH (I) LISTED BELOW. VESSEL WILL BE CREWED TO PROVIDE 24-HOUR LAUNCH/RECOVERY SERVICES IN SUPPORT OF MISSION REQUIREMENTS. THIS SHALL BE ACCOMPLISHED IN SEA STATE/WEATHER CONDITIONS AS DELINEATED IN THE US NAVY DIVING MANUAL AND MISSION EQUIPMENT TECHNICAL DOCUMENTATION TO FACILITATE SAFE TRAINING OPERATIONS. THIS SYSTEM SHALL: A. BE CAPABLE OF LIFTING AND SUPPORTING UP TO 30,000 LBS. PER CRAFT AND INCLUDED INTERFACE EQUIPMENT.� B. TEST FIT LARS, WELD PAD-EYES OR PLATES AS REQUIRED TO DECK. WELDING MUST BE IN ACCORDANCE WITH WELDING AND BRAZING PROCEDURES, NAVSEA S9074-AQ-GOB-010/248 OR AMERICAN WELDING SOCIETY (AWS) D1.1 STRUCTURAL WELDING CODE � STEEL (MINIMUM) CONDUCTS ALL WELDS FOR INSTALLATION ON THE VESSEL. COMPLETE NDT INSPECTION IAW MIL-STD 2035 OR NAVSEA GUIDANCE. COMPLETE STATIC AND DYNAMIC LOAD TEST. (SPONSOR WILL PERFORM TESTING.) POST NDT INSPECTION IAW MIL-STD 2035 OR NAVSEA GUIDANCE UPON COMPLETION OF STATIC AND DYNAMIC LOAD TEST. VESSEL OWNER WILL ASSUME RESPONSIBILITY FOR RESTORATION OF THE DECK AREA UPON COMPLETION OF TRAINING AND EVALUATION. FUEL STORAGE THE VESSEL SHALL BE EQUIPPED WITH AN USCG APPROVED, MINIMUM 450-GALLON, EXTERNAL FUEL STORAGE TANK (CFE) FOR GASOLINE AND ASSOCIATED EQUIPMENT TO FACILITATE REFUELING RHIBS. THE TANK SHALL BE EQUIPPED WITH AN OSHA-CERTIFIED PUMP CAPABLE OF REFUELING SMALL CRAFT AT SEA OR ON DECK.� THE PUMP SHALL INCLUDE AN EMERGENCY SHUT-OFF SWITCH THAT IS FULLY ACCESSIBLE TO PERSONNEL CONDUCTING REFUELING OPERATIONS.� ADDITIONALLY, THE CONTRACTOR SHALL PROVIDE A MEANS OF REFUELING DIESEL FUEL FOR SPONSOR MISSION EQUIPMENT (11M RHIB, GENERATORS, ETC.).� THE CONTRACTOR WILL REFUEL MISSION SMALL BOATS AS REQUIRED. ELECTRICAL POWER THE VESSEL MUST BE ABLE TO PROVIDE SUFFICIENT ELECTRICAL POWER IN THE VICINITY OF THE MISSION EQUIPMENT IDENTIFIED IN THIS DOCUMENT.� AT A MINIMUM, FOUR 480 VAC, 100-AMP (DELTA) OUTLETS, FOUR 220 VAC SINGLE PHASE, 60-AMP, 60 HZ OUTLETS AND FOUR 208 VAC SINGLE PHASE, 60-AMP, 60 HZ OUTLETS SHALL BE PROVIDED.� ALL MISSION EQUIPMENT AND SPONSOR SUPPORT AND HABITABILITY AREAS REQUIRE 60 HZ. IF NOT ALREADY PRESENT, CONTRACTOR MUST PLACE THESE OUTLETS IN THE AREAS IDENTIFIED DURING THE PDSS. FRESH WATER THE VESSEL SHALL PROVIDE A MINIMUM OF 2,000 GALLONS OF POTABLE WATER PER DAY TO SUPPORT SPONSOR PERSONNEL AND CREW LIVING ONBOARD, AND 1,300 GALLONS OF FRESH WATER DAILY ON THE BACK DECK FOR MISCELLANEOUS USE, INCLUDING BUT NOT LIMITED TO EQUIPMENT WASH DOWN. 3,300 TOTAL GALLONS EACH DAY. THIS REQUIREMENT CAN BE MET THROUGH ONBOARD WATER PRODUCTION CAPABILITY, POTABLE WATER STORAGE CAPACITY OR A COMBINATION OF BOTH.� IF PRODUCTION CAPABILITY DOES NOT EXIST, ONBOARD STORAGE MUST BE SUFFICIENT FOR THE ENDURANCE PERIOD (14 DAYS). DIVE STAGING AREA THE VESSEL SHALL BE EQUIPPED WITH A DIVER�S STAGING AREA FOR LAUNCHING AND RECOVERING DIVERS.� AT A MINIMUM, STAGING AREA MUST CONSIST OF WATER ACCESS BY LADDER AND REMOVABLE BULKHEAD FOR USE OF A LARS SYSTEM.� THE EQUIPMENT USED TO HANDLE THE OVER-THE-SIDE DIVERS SHOULD MEET THE REQUIREMENTS OF U.S. NAVY DIVING AND MANNED HYPERBARIC SYSTEM SAFETY CERTIFICATION MANUAL, NAVSEA (SS521-AA-MAN-010, REVISION 2, 1 NOV 2006) AND U.S. NAVY DIVING MANUAL. CONFERENCE ROOM/WORK SPACE THE CONTRACTOR SHALL PROVIDE 200SQ.FT (MINIMUM) OF ADMINISTRATIVE/CONFERENCE SPACE SUFFICIENT TO HANDLE UP TO 25 PERSONNEL TO CONDUCT CLASSROOM TRAINING.� SPACE SHALL HAVE TABLES AND SEATING TO ACCOMMODATE THESE PERSONNEL, WITH POWER OUTLETS PROVIDING STANDARD 120 VAC POWER FOR COMPUTERS AND PRESENTATION EQUIPMENT.
