Description
Department of Homeland Security United States Coast Guard, Aviation Logistics Center Aviation Logistics Division Request for Proposal Number:� 70Z03820RH0000003 For Progressive Structural Inspection (PSI) and Depot Level Maintenance (DLM) for up to four (4) USCG C-130J Aircraft. � � This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 and Part 15 as supplemented with additional information included in this notice.� The Government intends to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with firm fixed-price Contract Line Item Numbers (CLINs). The resulting contract will consist of one (1) contract for up to four (4) C-130J aircraft undergoing PSI and DLM beginning at the time of contract award. The duration of the resulting contract will be a one (1) year base period, with two (2) one (1) year option periods, not to exceed three (3) years in total. The PSI and DLM acquisition and source selection will be conducted in accordance with the Federal Acquisition Regulation (FAR), Parts 12 and 15. The solicitation number is 70Z03820RH0000003. The solicitation is issued as a Request for Proposal (RFP) and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. The Government intends to award one (1) contract for Progressive Structural Inspection (PSI) and Depot Level Maintenance (DLM) on a Full and Open Competition basis. The Government does not contemplate holding discussions; however, it reserves the right to hold discussions if necessary. The North American Industry Classification System (NAICS) Code for this acquisition is 488190 � Other Support Activities for Air Transportation. The small business size standard is $32.5M. The provision at FAR 52.212-2, Evaluation of Commercial Items, is applicable to this acquisition.� Proposals will be evaluated utilizing the tradeoff evaluation method. The Government will evaluate both price and non-price factors and make one (1) contract award to the Offeror proposing the combination of factors which offers the best value to the Government. The Contracting Officer will conduct price analysis to ensure pricing is fair and reasonable prior to contract award. All responsible interested parties may submit a proposal which shall be considered by the agency. It is anticipated that one (1) firm fixed-price contract shall be awarded as a result of this synopsis/solicitation.
