Description
(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. *****(ii) This solicitation is issued as Request for Quote #140P4320Q0025.*****(iii) The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-06. *****(iv) The proposed contract is 100% set-aside for small business concerns. NAICS code: 561621, Security Systems Services (except Locksmiths); Small business size standard: $22.0 million. All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). *****(v) Refer to the price schedule on the attached Standard Form 1449 for a list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). *****(vi) Description of requirements for each line item: The work consists of furnishing all labor, travel, testing, testing equipment, materials and replacement parts to perform regularly scheduled inspections, regularly scheduled preventive maintenance, and unscheduled repairs on 15 Fire Protection Systems. The contractor shall be licensed as a Master or Systems Contractor Company to work on fire alarm systems by the Commonwealth of Massachusetts. Personnel performing maintenance repair and testing shall be factory- trained on the systems they are working on. Equipment Manufacturers are: Firelite Alarms by Honeywell, Honeywell Vista, and Fire Control Instruments. Each Line Item as two one-year option periods associated with it. ***** Line Item 00010 - Firm-Fixed-Price - Regularly Scheduled Inspection, Testing, and Preventive Maintenance in accordance with the attached Statement of Work (Attachment 0001). *****Line Item 00020 - Time-and-Material - Unscheduled Repairs in accordance with the Attached Statement of Work (Attachment 0001). *****The Statement of Work (SOW) is attached. *****(vii) Date(s) and place(s) of delivery and acceptance and FOB point: Place of Performance: National Parks of Boston, Boston, MA (See SOW). Period of Performance: Base Period: 07/01/2020 to 06/30/2021; Option Period 1: 07/01/2021 to 06/30/2022; and Option Period 2: 07/01/2022 to 06/30/2023. *****(viii) FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the documents and information noted below. ***** (ix) FAR provision 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The specific evaluation criteria to be included in paragraph (a) of the provision are noted below. ***** (x) FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Quoters shall complete provision 52.212-3 at the Government�s System for Award Management (SAM), https://www.sam.gov/SAM/.*****(xi) FAR clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to the Firm-Fixed-Price line of this acquisition. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2018) Alternate I (Jan 2017) applies to the Time-and-Material line of this acquisition. Refer to attachment for a full listing of clauses applicable to this solicitation and the resultant award. *****(xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Refer to attachment for a full listing of clauses applicable to this solicitation and the resultant award. *****(xiii) Additional contract requirement(s) or terms and conditions: a) Contract Type: The Government contemplates award of a commercial hybrid (Firm-Fixed-Price and Time-and-Material) task order resulting from this solicitation. b) Applicable FAR Parts: This acquisition is being conducted per the procedures authorized by FAR Parts 12, 13, and 37. c) Wage determination: The attached wage determination 2015-40489 (Rev.-14) dated 04/09/2020 applies to this solicitation and the subsequent award. d) Clauses: The attached contract clauses and provisions apply to this solicitation and the subsequent award. f) Pre-proposal Site Visit (See Other for COVID-19 related information) The Government strongly encourages and urges, but does not require, Quoters to visit the work site prior to submitting a proposal. The Government will conduct only the two site visits and quoters that miss the scheduled site visits will have no other opportunities to visit the work site prior to the date quotes are due. Quoters are expected to attend either site visit; attending both site visits is not expected. Date & Time: 1st site visit - Wednesday, May 27, 2020. 2nd site visit � Wednesday, June 03, 2020. Each site visit will start at 09:00 am EDT. Location: Attendees shall meet at Building 109 inside the Boston National Historical Park at the Charlestown Navy Yard. RSVP: All attendees must RSVP no later than noon the day proceeding either site visit. The Point-of-Contact for the site visit is Law Enforcement Ranger Matthew Chaves who can be reached at 617-921-1446 or matthew_chaves@nps.gov. In order to drive into Charlestown Navy Yard, interested contractors shall email both Law Enforcement Ranger Matthew Chaves matthew_chaves@nps.gov and BOST_TOC@NPS.GOV the completed ""Temporary Parking Request Form"" that is attached to this RFQ. Other Information: No more than two visitors from each prime vendor, to include subcontractors. All visitors will supply their own Personal Protective Equipment (PPE), to include, at a minimum, masks and gloves. The government will not supply PPE nor allow anyone not on the identified PPE to take part in the site visit. Prior to visiting the site, each employee will self-certify to their supervisor that they; � Have no signs of a fever or a measured temperature above 100.3 degrees or greater, a cough or trouble breathing within the past 24 hours. � Have not had ""close contact"" with an individual diagnosed with COVID-19. �Close contact� means living in the same household as a person who has tested positive for COVID-19, caring for a person who has tested positive for COVID-19, being within 6 feet of a person who has tested positive for COVID-19 for about 15 minutes, or coming in direct contact with secretions (e.g., sharing utensils, being coughed on) from a person who has tested positive for COVID-19, while that person was symptomatic. � Have not been asked to self-isolate or quarantine by their doctor or a local public health official. In the event of an exposure, the Contractor shall work with the local board of health to identify any potential job site exposures, including : � National Park Service Law Enforcement Ranger Matthew Chaves 617-921-1446 or matthew_chaves@nps.gov, and other workers with close contact to the individual. g) Required Quote Submittal Contents: 1) Quote / Proposal Form: Complete all sections of the attached Standard Form 1449. 2) Acknowledgement of all Government issued amendments by submitting each issued Standard Form 30. 3) Response to Other Evaluation Factors: Provide responses to all evaluation factors noted below. h) Evaluation Criteria: Refer to the evaluation factors and methods noted below. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation. (xv) The date, time and place Quotes are due: Submit to: David Barceleau at david_barceleau@nps.gov. Due Date / Time: Submit so as to insure Government receipt by 3:00 pm EDT, 06/09/2020. *****(xvi) Please contact David Barceleau at david_barceleau@nps.gov. if you have any questions regarding this solicitation. *****Evaluation Factors 1 Price: Quoters shall provide pricing for all line items. 2) Past Performance: Past Performance must include experience of proposed project personnel to include at least three similar, successfully completed projects within the last 5 years. Submit a minimum of 3 references; include contact name, telephone number, email address, project description, contract value, and completion date or status.*****Evaluation Method: The Government anticipates awarding a purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government considering price and other factors considered. The following factors shall be used to evaluate offers: 1) Price: The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable and 2) Past Performance: The quoter must receive a satisfactory confidence rating where, based on the offeror�s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. A satisfactory confidence rating is defined as demonstrated performance that meets/met contractual requirements. The contractual performance of the element or sub-element contains/contained some minor problems for which corrective actions taken by the contractor appear or were satisfactory. The NPS may evaluate Quoters' past performance based on contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State or local governmental agencies; and private sector businesses.
