� � � � � �Design/Build � BAS Upgrade Pete Domenici Federal Building, Albuquerque, NM � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � SYNOPSIS NOTE: Unfortunately New Mexico had extended their 14-day self�quarintine for those traveling by air from out of state until May 27, 2020. This impacted any previous dates planned for the release of the solicitation which includes dates for site visits. Please see below for the revised estimated date of download for��this solicitation. Thank You! The General Services Administration, Public Building Service, intends to solicit proposals to Design and build an upgrade supervisory and unitary layer Smart Buildings Building Automation System (BAS) integrating the DDC HVAC control, DDC utility metering, DDC lighting control, DDC irrigation control, and DDC fire alarm monitor systems for the Pete Domenici Courthouse NM0050ZZ 333 Lomas Blvd NW Albuquerque, NM. 87102. The Tridium BAS / DDC system (make/Model) that will be specified in this requirement for building control will be Brand Name specific. The solicitation number will be 47PH0620R0032. The procurement will be procured and awarded as a Total Small Business set-aside using FAR Part 15 procedures. Design/Build services for the BAS Upgrade will include the creation of construction documents by the contractors licensed Architect or Engineer Project Manager (A/E) to perform all work required to upgrade the Building Automation System (BAS). The Magnitude and estimated dollar value of the required services range between $1,000,000 and $5,000,000. The contract completion period is anticipated to be 410 calendar days. This is an informal source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. In Other Terms, Lowest Price Technically Acceptable (LPTA). The technical evaluation factors are anticipated to be as follows: (1) Experience, (2) Past Performance, (3) Management Plan, (4) 24 Hour Response Plan. In accordance with FAR 52.219-6, this procurement is a TOTAL SMALL BUSINESS SET-ASIDE. At the time that a Small Business concern submits its offer, it must represent to the Contracting officer that it is a Small Business under the North American Industry Classification System (NAICS) 238210 with the small business size of $16.5M.� The solicitation will be issued in electronic format only and will be posted on the Contract Opportunities website at https://www.beta.sam.gov. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation is estimated to be available for download on or about 05/29/2020.� A pre-proposal conference/site visit will be noted in the solicitation. Proposal submissions will be due on or about 06/29/2020 (Estimated). Offerors MUST be registered in the System for Award Management (SAM) in order to receive an award for this procurement.
