- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive purchase order to, Siemens Industry Software Inc., 5800 Granite Pkwy, Ste. 600, Plano, TX, 75024 to renew an annual license key for its STAR Computational Continuum Mechanics (CCM+) Computational Fluid Dynamics (CFD) Software.� The anticipated period of performance for the renewal is July�1, 2020 through June 30, 2021. STAR CCM+ CFD software is a complete Multiphysics solution for the simulation of products and designs operating under real-world conditions. �STAR CCM+ supports confirmatory calculations of licensee submittals and safety research projects at the NRC.� The types of analyses performed by the Office of Nuclear Regulatory Research (RES), Division of Systems Analysis (DSA) staff include transient analysis of fluid flow and heat transfer issues as they relate to nuclear reactor safety. �As part of previous initiatives, RES/DSA staff have written scripts and post processing routines that are specifically compatible with STAR CCM+.� For example, RES/DSA staff have scripts for uncertainty evaluations using STAR-CCM+.� Direct compatibility of input files and results is required to allow NRC staff to efficiently review licensee submittals when the need arises because STAR CCM+ software licenses are used by many NRC licensees to perform simulations similar to those described above. Therefore, the NRC intends renew its license key to be able to continue to use the STAR CCM+ software to satisfy these requirements because it is the only software that can satisfy that need.� NRC recently confirmed with Siemens Product Lifecycle Management Software Inc. that they do not have any authorized resellers, so this procurement can only be satisfied by noncompetitive means. The authority for this acquisition is FAR 13.106-1, which permits soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.
