- UPDATE: The gov't responses to the draft PWS and draft L&M are now available. Word Doc 'Ktr Quest to Draft L&M'. This is a DRAFT Request for Proposal (RFP) for the Global Prepositioned Materiel Services (GPMS) requirement. The purpose of this draft is to gather industry feedback in preparation for a final RFP. This is not an official request for proposals.
