Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive purchase order to The MathWorks, Inc., 3 Apple Hill Drive, Natick, MA 01760-2081 to renew annual software licenses for MATLAB and associated Toolboxes.� The anticipated period of performance for the renewal is July 1, 2020 through June 30, 2021. MATLAB software provides a programming environment used by NRC staff to develop computational tools. It provides a computer programming language, computational tools and an integrated environment for developing and prototyping engineering and scientific computational tools.� To maintain these tools and for efficiency in current and future projects NRC staff needs additional copies of this software and software maintenance for existing licenses to have up to date versions of MATLAB. �NRC staff have been using MATLAB to develop computational tools for user offices and research projects that support NRC regulations and regulatory guidance for many years.� Alternative software may be available but would require re-development of existing codes used by NRC staff to perform confirmatory analyses and research.� As a result, MATLAB is the only software that can reasonably meet the NRC�s requirements.� Therefore, the NRC intends to renew its licenses for MATLAB software to satisfy these requirements. �NRC recently confirmed with The MathWorks Inc. that they do not have any authorized resellers, so this procurement can only be satisfied by non-competitive means. The authority for this acquisition is FAR 13.106-1, which permits soliciting from a single source if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available.
