Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Rees Scientific, Trenton, NJ 08638 to procure a base + 4 option years Service Agreement on Centron monitoring system. NIAID manages a complex and diverse research portfolio that aims to do the following 1) Expand the breadth and depth of knowledge in all areas of infectious, immunologic, and allergic diseases and 2)Develop flexible domestic and international research capabilities to appropriately respond to emerging and re- emerging disease threats at home and abroad. To facilitate its efforts, the NIAID has created the Integrated Research Facility (IRF) as a part of the National Interagency Biodefense Campus located at Ft. Detrick, MD. The NIAID IRF is a specialized biocontainment facility with the appropriate infrastructure to support basic research and animal studies with various infectious disease agents including those requiring the highest level of biocontainment, (BSL-4), to evaluate therapeutics, vaccines and diagnostics as well as natural history and pathogenesis associated with these agents. The primary focus of the IRF is to manage, coordinate and facilitate the conduct of research with emerging infectious diseases and biodefense pathogens. The mission outcome is to develop improved medical outcomes for patients and develop medical countermeasures and control strategies for human health. The Rees Scientific Monitoring System is used to monitor temperatures in all our incubators, refrigerators and freezers and send alerts when out of range. It is essential to maintain the integrity of all samples for critical studies at the IRF. Annual sensor calibrations require access to Rees Scientific software. Rees Scientific Corp. is the sole manufacturer of the Rees Centron monitoring systems of both the hardware and software installed at the National Institutes of Health NIAID IRF. The software that runs the monitoring system is proprietary to Rees Scientific Corp as we are the developers and own the source code. Upgrading of software must be done by Rees Scientific in order to maintain product warranty and compliance. The Place of performance is 8200 Research Plaza, Frederick, MD 21702. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2020500) to Ms. Skye Duffner at skye.duffner@nih.gov by 8:00 am eastern standard time, May 29, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
