- Solicitation W9128F20R0052, Air Force CyberWorx, U.S. Air Force Academy, Colorado. Request for Proposals (RFP), Air Force CyberWorx project, located in U.S. Air Force Academy, Colorado Springs, Colorado.� The solicitation will close on 11 June 2020 at 2:00PM MDT. This solicitation is UNRESTRICTED and open to both large and small businesses. Amendment 0004; Does not extend the proposal due date of 11 JUN.� It makes revisions to various specs and reissues three drawings. See attachments: Am-0004_W9128F-20-R-0052 Amendment 0003; Does not extend the proposal due date of 11 JUN. It makes revisions to various specs including re-issuing CLIN and deleting Section 01 88 00. It also reissues one drawing. See attachments: Am-0003_W9128F-20-R-0052. Amendment 0002; Does not extend the proposal due date of 11 JUN 2020.� It revises the proposal acceptance period to 180 days and the 00 21 00 to close bidder inquiries on 22 MAY, reissues the 00 22 00 and several other spec sections related to bidder inquiries.� It also re-issues 11 drawings and provides BIM files (4 zip files) and as-builts (2 zip files). See attachments: Am-0002_W9128F-20-R-0052, BIM-1of4.zip.docx, BIM-2of4.zip, BIM-3of4.zip, BIM-4of4.zip, Bldg2413 As-Builts.zip, and Plinth Wall As-Builts.zip. (BIM-1of4.zip provided via email) Amendment 0001; Does not extend the proposal due date of 11 JUN 2020.� It revises the 00 21 00 to change site visit information and the cost limitation and reissues the 00 22 00. See attachment: Am-0001_W9128F-20-R-0052. A site visit for the project will not be held. Provisions in the solicitation documents will provide detailed information to view the site. See SITE VISIT in solicitation Section 00 21 00. See document amendment 0001. DO NOT submit requests for plans and specifications. See �Obtaining Solicitation Documents� below. Project Description: This project is the Air Force CyberWorx, one-step design/build Training Facility including various administrative support, offices, Innovation Think Tank, air/Unmanned Aerial Vehicle (UAV) operations & connectivity to air/UAV, Conference & Breakout Rooms, Student Lounge, Classrooms, Secure Area, Digital Forensics & Reverse Engineering Lab, Autonomous & Embedded Systems Lab, Cyber Security Lab, Cyber Exploitation Lab, Telecommunications Lab, Industrial Control Systems/Supervisory Control & Data Acquisition Lab, Policy/Strategy/Law Lab, air/UAV Lab & support space requirements. Building site requires �line of sight� connectivity with Jack�s Valley & USAFA airfield. Project consists of core & shell structure and foundations; elevator conveyance systems; electrical/ mechanical service & distribution components/ systems; fire protection alarm/suppression; information technology infrastructure, communications & security systems support infrastructure. Interior will include raised access floor systems, acoustically-rated interior partitions & ceilings, power, lighting, environmental control &communications. This project requires comprehensive interior design. Site infrastructure will include primary electrical service to the site, storm water management, water, sewer, chilled water distribution & telecommunications pathways. Perimeter security construction will extend existing fence line & surveillance capabilities, with increased vehicle control capacity to allow partners into the site without transiting through Cadet Area. All construction will be accomplished on a 7-foot grid pattern to match the USAFA international style. RFP Evaluation Criteria Firms participating in the solicitation will submit technical requirements in accordance with Section 00 22 00 PROPOSAL SUBMISSION REQUIREMENTS, INSTRUCTIONS AND EVALUATION. Submissions will be evaluated based on a best value approach considering technical elements for evaluation (i.e., Specialized Experience, Technical Approach, Key Personnel, Past Performance, and Contract Schedule). An adjectival method of evaluation will be used to evaluate all technical factors. Price will be evaluated separately for reasonableness and realism. A Best Value selection will be considered after reviewing price and technical factors. Bidders (Offerors): Offerors must be registered on the System for Award Management �SAM� database https://www.sam.gov/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective until one year from date of submission or update to SAM. Documents can be found under attachments section of this posting. PROPOSAL SUBMITTAL INSTRUCTIONS Proposals shall be submitted by the time and date as specified. All submissions shall be in Adobe PDF format with Optical Character Recognition (OCR) applied to all documents that will enable word searches to be conducted using Adobe-compatible PDF software. The two (2) volumes listed below shall be submitted as �SEPARATE� single files. Due to heightened security at Government installations, the proposal shall be emailed to the following. Do not assume that electronic communication is instantaneous. Please make allowances for delays in transmittal.
