- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements� to Lockheed Martin Aeronautics Company (LMAC), 1011 Lockheed Way, Palmdale, CA 93599-0001 for the Low Boom Flight Demonstration (LBFD) Project Phase 3 Extra Structure and Extra Spares (P3ES2). The NAICS Code and Size Standard are 336411 and 1,500 employees. LMAC was awarded contract 80AFRC18C0018 to design and build a low boom flight demonstrator aircraft (X-59) to support the goals of NASA Aeronautics Research Mission Directorate�s (ARMD) strategy of establishment of a standard for acceptable supersonic overland flight, in cooperation with international standards organizations. Due to significant risks associated with having only a single aircraft to accomplish the project�s research flights, NASA has identified a risk reduction strategy to procure critical additional spare aircraft structural components and subsystems to reduce aircraft down time, should damage occur during the research phase. In performance of NASA contract 80AFRC18C0018, the contractor is required to develop or purchase all standard and specialized tooling associated with the manufacture of the X-59 aircraft. Additionally, the contractor has the specialized knowledge, experience, and capability with the unique requirements associated with the structural components and subsystems associated with the design and manufacturing of the aircraft. The contractor has also established the required raw material and subcontracting supply chain relationships to ensure the structural components and subsystems can be delivered in an effective an efficient manner. Use of any other contractor for this requirement would cause substantial schedule delays, significant cost, and potential discrepancies associated with deliverables that need to be identical to the original aircraft. The Government does not intend to acquire a commercial item using FAR Part 12. Interested sources may submit their capabilities and qualifications to provide the P3ES2 requirement in writing to the identified point of contact not later than 12:30 p.m. Pacific Time on June 21, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.� All responsible sources may submit a response which shall be considered by the agency.
