May 22, 2020 Contract Branch (ca) BetaSam Action Code: Pre-solicitation/Synopsis Class Code: Z Subject: perform periodic beach nourishment as authorized for the Absecon Island coastal storm management project. Solicitation Number: W912BU20B0007 Set-Aside Code: Unrestricted. Response Date: 8 June 2020 - 11:00 a.m. Eastern Time. Place of Performance: U.S. Army Engineer District, Philadelphia, Wanamaker Building, 100 Penn Square East, Philadelphia, Pennsylvania 19107-3390. Description of Work: The U.S. Army Corps of Engineers, Philadelphia District intends to award a firm fixed-price to perform periodic beach nourishment as authorized for the Absecon Island coastal storm management project. This project provides coastal storm damage reduction by maintaining an engineered beach throughout Absecon Island. The Absecon Island beachfill project is located along the Atlantic Ocean coastline of Atlantic County, New Jersey between Absecon Inlet and Great Egg Harbor Inlet. The project area encompasses a total of 8 miles of ocean shoreline which includes the contiguous municipalities of Atlantic City, Ventnor City, Margate City, and the Borough of Longport. The contract work consists of a base bid to place approximately 1,600,000 cubic yards of beachfill to replenish the existing engineered beach. In addition, the project will incorporate the construction or repair of pedestrian, vehicle, and Americans with Disability Act compliant, (ADA), dune crossovers; planting dune grass; installing sand fencing; the repair or extension of existing storm water outfalls and drainage structures; and the relocation or removal of various existing structures and obstructions to accommodate the placement of the beachfill. The period of performance of the base bid is to be 150 days after the issuance of the Notice to Proceed. The contract work may also consist of 12 separate options to place additional amounts of beach fill per option within locations throughout the project area, if awarded, may add various extensions of time as follows: Option 1 � 13 days, Option 2 � 6 days, Option 3 � 3 days, Option 4 � 8 days, Option 5 � 4 days, Option 6 �2 days, Option 7 �6 days, Option 8 � 4 days, Option 9 � 2 days, Option 10 � 6 days, Option 11 � 4 days, Option 12 � 2 days. The beachfill material for this contract must come from the authorized borrow areas located in the Atlantic Ocean and Absecon Inlet. The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation. Solicitation No. W912BU20B0007 will be issued on or about 12 June 2020, as an Unrestricted Invitation for Bids. Bid opening will be conducted 14 July 2020 at 11:00 a.m. Bonding will be required; at the time of bid opening, by separate Bid Bonds; Performance and Payment Bonds will be required prior to issuance of Notice to Proceed. The award will be made as a whole to one bidder in accordance FAR Part 14 Procedures. The contract period of performance is 150 Calendar days. Estimated cost range of this project is $25M to $35M and the NAICS code for this project is 237990 (SIC 1629) with a size standard of $30 million dollars. Solicitation documents, plans and specifications will only be available via the Betasam website (Betasam.gov) homepage located at https://www.Betasam.gov. Registration for plans and specifications should be made via Betasam Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor�s responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans� Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans� Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
