Description
The purpose of this amendment is to update the below Sources Sought Notice for the for the 120mm Modular Turreted Mortar System (MTMS) in its entirety.� In addition, to revise the response date as follows: FROM: 15 June 2020 TO: 30 June 2020 Please see the below updated Sources Sought Notice. ****************************************************************************************************************** The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Product Manager Precision Fires and Mortars (PdM PFM) and the Office of the Project Manager Combat Ammunition Systems (PM CAS), located at Picatinny Arsenal, New Jersey, is conducting a market survey to identify capable sources for the 120mm Modular Turreted Mortar System (MTMS). The purpose of this market survey is to obtain current information on the capability of all potential companies to develop and produce the 120mm MTMS.� Respondents are expected to provide responses for systems which are currently at Technology Readiness Level (TRL) 8 and Manufacturing Readiness Level (MRL) 8, Non-Developmental Solutions capable of meeting an aggressive integration, testing, and fielding program.� Note:� TRL 8 is defined as follows: �Actual system completed and qualified through test and demonstration. Technology has been proven to work in its final form and under expected conditions. In almost all cases, this TRL represents the end of true system development. Examples include developmental test and evaluation of the system in its intended weapon system to determine if it meets design specifications.� (Reference: DOD Defense Acquisition Guidebook) MRL 8 is defined as follows: �Pilot line capability demonstrated; Ready to begin Low Rate Initial Production This level is associated with readiness for a Milestone C decision, and entry into Low Rate Initial Production (LRIP).� Systems should have been demonstrated in an Operational or relevant environment. The 120mm MTMS is a turreted system that provides protection from enemy counter battery systems and insulates soldiers from the effects of both noise and blast overpressure. This turret should be capable of firing heavier projectiles at a greater range than the current Battalion Mortar System (BMS) and Recoil Mortar System � Light (RMS-6L).� The 120mm MTMS shall be able to mass fires from a single platform (Multiple Round Simultaneous Impact (MRSI)), and be able to engage direct or indirect fire targets. The turret should be able to accommodate the mounting of a secondary armament self-defense/secondary weapon capability equal to or greater than 7.62mm caliber. Additionally, the MTMS shall feature a level of automation, such that the physical burden on the crew is reduced, while supporting a high rate of fire capability.� The MTMS may be manned or unmanned and shall be integrated as a vehicle-mounted solution within the Armored Brigade Combat Team (ABCT) and Stryker Brigade Combat Team (SBCT) to provide organic indirect fire and direct fire capabilities.� Vehicles include M1129 Stryker Mortar Carrier and the M1283 Armored Multi-Purpose Vehicle (AMPV) General Purpose. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award. A detailed list of the MTMS Performance Characteristics (marked Distribution A, �Approved for public release: distribution unlimited�) is available upon request.� Contractors interested in receiving the Performance Characteristics document for information purposes only, are required to submit a signed and completed AMSTA-AR Form 1350, Technical Data Request Questionnaire and Non-Disclosure Agreement (NDA) (attached within this announcement) for the Government's consideration prior to receiving any requested supporting documentation. The two (2) forms listed above shall be completed and submitted accordingly to the contact listed below via email only (preferably in one email per company). In order to assess the maturity of industry designs to meet the 120mm MTMS system performance characteristics and timelines, respondents shall provide a detailed description for the proposed 120mm MTMS design to include but not limited to: expected performance relative to the MTMS performance characteristics as well as an assessment of technological and manufacturing maturity. Furthermore, to be considered a capable source for the 120mm MTMS effort, all interested sources must submit the following information: 1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size; 2. A summary that includes a brief description of the contractor's capabilities to include: parent organization(s), point of contact information (title, name, address, phone, email), potential partnering/teaming arrangements/capabilities; 3. A description of facilities/equipment, manufacturing processes, inspection capability (including non-destructive inspection methods), personnel, and Quality Management System certifications or standards used; 4. A description of the company's existing production facility, location and capacity, projected monthly production and delivery capability, and description of facility / location where US-based production may occur (if applicable). 5. Past manufacturing and integration experience with relevant Turreted Systems. 6. Identify the proposed solution�s current Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL). �Provide evidence for the assessments to include condition of the system(s) prior to any testing or operational use, any relevant test results, and evidence to support MRL including any relevant manufacturing / production data. 7. Provide a detailed description of the technical design(s) for the 120mm MTMS solution which includes but is not limited to: - Interface Control Documents (ICD) ����������� - Software interfaces ����������� - Hardware interfaces ����������� - Electrical interfaces - Requirements/performance characteristics - Envelope drawings - Specifications - Solid models - System weight with center of gravity of proposed configuration - Turret ring dimensions - Peak recoil forces - Steady state and peak electrical power draw for the proposed system/solution 8. Provide a Risk Assessment for the concept/design for the 120mm MTMS. Identify the top design/performance/potential production risks and possible mitigations. 9. Provide Rough Order of Magnitude (ROM) and delivery capability (rate and schedule) for the following production quantities: 3 initial prototypes, 25 production units, 50 production units and 100 production units.� In addition, please provide monthly production capacity. 10. Provide feedback to the U.S. Government if a system is currently available for demonstration or when a demonstration system would be available.� The U.S. Government is willing to observe demonstrations at no cost to the U.S. Government. The U.S. Government would cover travel costs for U.S. Government representatives to attend demonstration event(s).� �� 11. Provide feedback to the U.S. Government detailing similar systems which are currently fielded or in the development process with expected testing/fielding date(s), if applicable.� This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the U.S. Government.
