- In accordance with authority cited� for purchases not exceeding the simplified acquisition threshold, the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Motor Vessel (MV) Moline is utilized in critical dredging operations in support of the Mississippi River Project Office to maintain Mississippi River channel maintenance within the District. The transmissions were delivered to Palmer Johnson Power Systems with the anticipation of being a service under the Government Purchase Card (GPC) threshold of $2,500.00. Upon further inspection, it was found that the transmission is in need of a severe overhaul and repair to restore� to operational levels in accordance with OEM specifications. Because of this, the repair work should only be performed by a certified transmission repair shop as to allow for warranty of all OEM parts and service standards. Additionally, the Mississippi River Project Office-Maintenance Section continues to conduct market research by seeking out certified repair shops within the District�s Area of Operation. Having capable contractors readily available, at any river mile marker, significantly enhances the operational status of the project office as they maintain the Mississippi River along with assisting on the Illinois Waterway.
