- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05, March 30, 2020. The solicitation number is�20205281028 of this solicitation is issued as a request for quote (RFQ). This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is�238220� Plumbing, Heating, Air-Conditioning Contractors, with a corresponding small business standard of $11.0 million. The Product Service Code (PSC) for this requirement is K080 - Modification of Equipment Brushes, Paints, Sealers and Adhesives. Description: The International Boundary and Water Commission, United States Section (IBWC) requires�Repainting of Gantry Crane for IBWC Amistad Field Office. This procurment consists of 3 CLINs�. The relevant Articles from that Section are reproduced here: B.�� During 2012, lead-based paint testing was performed using a RMD Model LPA-1B, X-ray Fluorescence (XRF) spectrum analyzer, serial #1124. Assessment activities and XRF testing were performed in accordance with the United States HUD guidance document, entitled �Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing,� 1997 Revision.� C.�� RMD Model LPA-1B XRF uses a 12 millicurie Cobalt 57 sealed radioactive source which has a half-life of 18 months. The XRF measures the L & K electron shell energy released by the excited atoms of the test material such as the painted and/or coated surface location to calculate the concentrations of a specific metal on the surface coating down to the substrate. The XRF test results indicate that select painted surfaces and building components were found to be containing lead above the United States Department of Housing and Urban Development, and United States Environmental Protection Agency definition of lead-based paint. D.� The Lead XRF Result for the Gantry Crane was 3.0 to 2.4 (mg/cm�). However, the inspection report contains a summary of the lead-based Paint Testing Results. A copy of that summary is attached. 2.�� Requirement that the Contractor be certified to QP 1 & 2 Standards: The Government may wave this requirement for the contractor provided that a subcontractor performing the works meets the certification requirements.
