- THIS IS NOT A SOLICITATION FOR QUOTES THIS IS A SYNOPSIS OF AN UPCOMING SOLICITATION The Bureau of Reclamation, Columbia-Pacific Northwest Region intends to solicit quotations for a waterjet cutting machine, Grand Coulee Dam, Washington. The requirement is for an Abrasive Waterjet Cutting Machine, with the following salient features: - MANUFACTURED BY A SMALL BUSINESS - On-site, Commercial training offered on the operation, programming and general maintenance of the machine - Buy American Act Compliant - The waterjet abrasive cutting machine shall be new (not a prototype) and one of the manufacturer�s standard current production models capable of operations in accordance with the requirements herein. The machine shall be complete, so that when connected to the utilities identified herein, it can be used for any function for which it is designed and constructed. Designs with separate catcher tank (independent of cutting unit) will not be allowed. Pursuant to Part 12 and Part 13 of the Federal Acquisition Regulations, Reclamation intends to award one fixed-price contract. Reclamation anticipates issuing the RFQ set-aside for Total Small Businesses. The applicable North American Industry Classification System (NAICS) Code is 333517 with an associated Small Business Size Standard of 500 employees. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Prospective offerors may submit written, signed quotes on company letterhead, with contact information by mail to, or in person, at Bureau of Reclamation, PO Box 620, Grand Coulee, WA 99133, or by electronic mail to pcollins@usbr.gov. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database at the time of offer or quotation is submitted in order to comply with the annual representations and certifications requirements. All invoices for this procurement must be submitted through the Department of Treasury�s Internet Payment Platform (IPP). IPP is a Federal Government owned and operated FREE website located at www.IPP.gov. For further information about the requirement, offerors should contact Paula Collins at pcollins@usbr.gov. The estimated posting date will be on or around June 8, 2020. The solicitation will be posted for 30 days. The non-manufacturers rule is applicable. As a total small business set-aside, a small business manufactured product must be quoted.
