Description
INTENT TO SOLE SOURCE: The Houston VA Medical Center, located at 2002 Holcombe Blvd, Houston TX 77030 intends to sole source to VetMed Group LLC, located at 247 West 87th Avenue, New York, NY 10024, a certified Service Disabled Veteran Owned Business (SDVOSB) per VAAR 819.7007;  Sole source awards to service-disabled Veteran-owned small business concerns. Description/Salient Characteristics: Class II Type A2 Biosafety cabinets (4 ft or 6 ft) for the MEDVAMC Research Service Line The Class II biological safety cabinets (BSC) are the primary engineering controls used for cell culture, microbiological studies in research experiments. The following specifications are to optimize the protection of personnel, products in the cabinet and the environment from contaminants and harmful agents. Cabinet must provide protection from particulates. (Protect personnel, product and environment.) Class II Type A2 biosafety cabinet meets the standards for tissue culture and biosafety levels 1-3 use. Cabinet face velocity a minimum of 100 FPM. Airflow characteristics for Class II Type A2 must be recirculated. Plenum negative to room or surrounded by negative pressure. Exhaust for cabinet a common solid metal plenum into the room. Exhaust connection type canopy. The Class II Type A2 cabinet must be NSF certified and bear the NSF seal. Biosafety cabinet must have a front access opening with carefully maintained inward flow. Front opening 8 or 10 inches. HEPA filtered, vertical, unidirectional airflow within the work area. HEPA-filtered downflow air is a portion of mixed downflow and inflow from a common plenum. Exhausted air from cabinet must be HEPA filtered back into the room. Five-year warranty for each individual biosafety cabinet. Digital airflow alarms to alert users when there is 20% change in airflow. Real time monitoring of airflow to alert users of safety issues in the cabinet. (blocked airflow). Timed UV lamp system; to save the life of the lamp and control UV exposure. Easy access without tools for cleaning of front hinge window glass. 316 stainless steele interior. 304 stainless steele work area easy to clean. Energy efficient motors, preferably DC motors for low cost and heat emissions in the lab area. Energy efficient mode for stand by -closing sash all the way down; while maintaining sterility. Ports for extra tubing used in the hood. BSC Class II B2 must come with an adjustable stand (separate purchase from BSC). Must have air and vacuum valves, two corks on each side of the hood for flexibility of utility connection. BSC must be ergonomically designed for maximum user comfort and adjustability. Vendor price must include installation, certification and training. Gray Market Prevention Language (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.  No remanufactures or gray market items will be acceptable.   (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.  This notice of intent to sole source is not a request for competitive quotes; however any responsible SDVOSB source who believes it is capable of meeting this requirement may submit a capability statement to the contracting officer no later than Monday, June 1 2020 at 11:00 AM ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
