- This amendment is to add clarifying instructions for registration by prime offerors on the FENS Acquisition Portals Any prime offeror to the coming Federal Aviation Administration�s (FAA) Enterprise Network Services (FENS) Screening Information Request (SIR) must separately register for two government furnished electronic interface portals that will be used during the screening phase for receipt of proposals and communications with offerors. Early establishment of these electronic portals will help ensure sufficient time to set up and test the interfaces prior to the date for actual submission of proposals. The portals are: Offeror Communication Portal (OCP): Each Prime Offeror must establish user accounts for access to their specific OCP using the instructions in Attachment 1. These instructions were revised with this amendment. The OCP will be used to receive an offeror�s Non-Price Volumes and for all Communications exchanges with offerors during the screening and selection phases. Commencing with release of the Final SIR, the OCP will be the sole medium for communications between an offeror and the Government relating to the FENS acquisition. Note: After an individual�s registration request, a system-generated acknowledgment of the request will be emailed to the registrant. Further notification via e-mail will to the individual will occur when the prime Offeror's portal is been established. In addition, while the OCP shares infrastructure with the FAA�s KSN network, users must register for this site via the instructions in Attachment 1. AcquServe Portal: Each Prime Offeror must arrange establish user accounts for access to their specific AcquServe Portal using the instructions in Attachment 2. Attachment 1 and Attachment 2 published with this amendment supercede all previous attachments.
