Description
PROGRAM DESCRIPTION:� The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Soldier Training (PM ST), Product Manager for Live Training Systems (PdM LTS), Digital Range Training System (DRTS) has a requirement to install a DAGIR at Fort Knox, KY. �A DAGIR is the largest and most complex life fire range that the Army utilizes at its Home Stations. The DAGIR supports all Aviation gunnery tables to include diving fire and door gunnery.� It supports platoon level collective training for all gunnery tables for Abrams, Bradley, (and all dismounted infantry) and aviation.� DAGIR supports individual and crew qualification training.� It uses thermal targets, night illumination devices, hostile-fire, target-kill, and visual flash.� Its approximate footprint threshold is 4KM x 6KM. The range�s primary features include: 50 Stationary Armor Targets (SATs) 8 Moving Armor Targets (MATs) 246 Stationary Infantry Targets (SITs) 35 Moving Infantry Targets (MITs) 12 Facades (Urban engagements, which has 2 SITs each) 4 Stationary 3D Diving Targets 4 Trenches with Bunkers 4 Course Roads with Convoy Live Fire lane 20 Battle Positions (12 Defilade / 8 Hasty) 12 Aerial Firing Positions 1 Air/Ground Integration Village (14 one, two, and three-story modular buildings) WORK EFFORTS:� This effort delineates the work to provide technical and management support for the design, procurement, installation, integration, testing, training, and documentation for the new fielding of the DAGIR at Fort Knox, KY.� This effort shall include the following: Must be able to operate utilizing the existing DRTS Authority to Operate (ATO), which will be provided upon request. Must integrate with the Government Furnished Property (GFP) permanent Aerial Weapons Scoring System (AWSS), which is manufactured by Meggitt Industries. Must install and verify that the range supports combined ground and aviation training, qualification and other training as defined in latest Training Circular (TC) 25-8. Must install and integrate with the Government-Furnished Property (GFP), Battle Effect Simulators (BES) devices, one (1) each, for each Moving Armor Target (MAT) and Stationary Armor Target (SAT). Must utilize the DRTS software baseline from the Live Training Transformation (LT2) repository, which is available at:� https://www.lt2portal.mil/.� Access granted upon request. Provide New Equipment Training and Interim Contractor Support after completion of the Government acceptance testing. The Army Corps of Engineers� (CoE) contractor will complete the construction upgrades to the range around Feb 2022 at which time PM ST will receive approval to begin installation of the instrumentation onto the range. Place of Performance: Orlando, Florida and Fort Knox, KY. ACQUISITION APPROACH:� These requirements are currently covered by an option under the existing DRTS contract W900KK-11-D-0003 with Lockheed Martin Rotary Systems (LMRS).� However, due to the CoE construction timeline and existing DRTS contract terms, the option is no longer viable and cannot be exercised to instrument the range.� Fort Knox, KY will be the last range to complete the Army�s Basis of Issue Plan (BOIP) of 26 Ranges. The Government will issue a Firm Fixed Price (FFP) contract with delivery 18 months after contract award.� The Government anticipates awarding this contract approximately 10 months prior to the Feb 2022 occupancy date to allow for the purchase of long lead items, finalize the design, perform lab testing of the integrated system, and to ship the system to the site. PM ST must be able to begin instrumenting the range early February 2022 in order to complete the task by June 2022 to allow vehicle and aviation crews to train and qualify on their weapon platforms. ESTIMATED DOLLAR VALUE:� <$20M RESPONSES:� Responses shall include a capabilities statement (limited up to 10 pages including the cover sheet) that includes company information to include: Company name, address, URL, DUNS number, CAGE code, Point of Contact with contact information; A statement indicating if your company/firm is a large or small business; if small business, please indicate any applicable socio-economic status (i.e., 8a, HUBZone, SDB, VOSB, SDVOSB, WOSB, or EDWOSB) under NAICS 333318; and Description of the product detailing how the offered product meets the above requirements.� In addition, the capabilities statement shall demonstrate experience utilizing LT2 Software processes, designing, testing, installing, and integrating Digital Ranges. All responses to this Sources Sought Notice shall be sent to the Contract Specialist via email, patricia.ward2.civ@mail.mil, with a copy to the Technical Point of Contact (TPOC) via email, judy.c.spicer.civ@mail.mil.� The deadline for submitting capability statements is 2:00 p.m. (EST) on 26 June 2020.� Information and materials submitted in response to this sources sought notice WILL NOT be returned.� In addition, all information/materials received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.� DO NOT SUBMIT CLASSIFIED MATERIAL.� DISCLAIMER:� This notice if for Market Research purposes only and is being used an instrument to identify potential sources capable of meeting the requirements described within this notice.� This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products.� The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein.� The Government will use the information received to determine its acquisition strategy. NOTE: �If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR clause 52.219-14, Limitations on Subcontracting, has changed. Deviation 2019-O0003 is now in effect which adds the definition of �Similarly Situated Entity� and changes the 50% calculation for compliance with the clause. �Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. �Please read the full text of the clause deviation 52.219-14 Class Deviation 2019-O0003, dated 03 DEC 2018 at https://www.acq.osd.mil/dpap/dars/class_deviations.html. To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize a �Similarly Situated Entity� to meet the Limitation on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. �Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government's capability determination.
