Industry Day Overview: On 16-17 June 2020, The Program Executive Office Unmanned and Small Combatants, Unmanned Maritime Systems Program Office will host an Industry Day to brief the Large Displacement Unmanned Undersea Vehicle (LDUUV) Program. The purpose of this Industry Day is to improve Industry�s understanding of how the LDUUV Program fits into the Chief of Naval Operations, Undersea Warfare Directorate�s plan for the unmanned undersea domain. The objective of this event is to provide Government information and solicit industry feedback to accelerate the development and procurement of future LDUUVS. The LDUUV Industry Day will provide an overview of: the Navy�s Family of UUVs; the LDUUV Program vision and objectives; the program schedule; the contracting, competition, and business strategy; the engineering / technical requirements and objectives; the Unmanned Maritime Autonomy Architecture (UMAA), the Payload Handling System (PHS), the Modified Dry Deck Shelter (Mod-DDS) and the Common Control System (CCS). �The Government will be making draft LDUUV solicitation documentation available to approved contractors as it is ready for distribution and will be seeking feedback on this documentation during the LDUUV Industry Day. Details for accessing this documentation will be posted in a separate update to beta.sam.gov under solicitation number N00024-20-R-6302. Industry Day Information The Industry Day event will be held virtually, see Attachment, LDUUV Detailed Design and Fabrication Industry Day Registration Form to register for Industry Day. The specific details for joining the virtual Industry Day and LDUUV Program overview presentation will be provided via separate correspondence to pre-registered and confirmed companies only. Pre-registration is required to participate in the LDUUV Industry Day. Registration on the day of the event is not allowed.� Indicate on the registration form all representatives of your company that will participate in Industry Day. The LDUUV Industry Day will be 16-17 June 2020 from 0900 to 1700 EST. The first half of 16 June will be the Government presenting LDUUV information related to the solicitation. The Government�s presentation will be broadcast via teleconference.� The teleconference number will be distributed along with the slides to all registered participants via DoD SAFE. The Government will send a calendar invite to each company�s designated representative identified on the attached registration form. Each company is restricted to one individual obtaining a call�in line. Companies are encouraged to optimize internal technical solutions to maximize the number of participants on the single call-in line. The Industry Day team meeting will open at 0830 on 16 June to provide participants 30 minutes to verify connectivity. The Government�s presentation will begin promptly at 0900 on 16 June. A copy of the Government�s presentation will be shared to all vetted participants.� One-on-one virtual engagement sessions will be conducted during the second half of 16 June. 17 June will be for additional one-on-one virtual engagement sessions only. Engagement sessions are one-on-one virtual meetings between the Government and individual companies intended for industry to ask questions and provide feedback to the Navy. Engagement session slots are available on a first-come, first-served basis. Indicate on the registration form if your company is interested in scheduling a one-on-one engagement session. The Government will forward assigned timeslots to individual companies via separate correspondence prior to Industry Day. Any company that receives a one-on-one engagement session must provide a teleconference number to use during the session, and forward to the Government�s POCs the week prior to the session. For planning purposes, teleconference numbers must be able to accommodate up to 30 Government representatives on the line.� �� Access for all Industry Day events will be restricted to U.S. DoD contractors only. Audio or visual recording devices of any kind are prohibited.� The CAGE number provided on the registration form will be used to verify U.S. DoD contractors. The deadline for registration is 9 June 2020 at 1700 EST. All Industry Day events will be held at the UNCLASSIFIED - For Official Use Only (FOUO) level and the information presented by the Government is considered Distribution Statement D. There will be no hard-copy materials provided to industry. Industry Day slides will be distributed to registered and approved participants prior to Industry Day. The LDUUV Detailed Design and Fabrication Industry Day will be conducted in two parts: Part 1) Virtual presentation to all attendees by the Government.� Part 2) One-on-one engagement sessions. Prior to release of the formal solicitation, the Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced under Contract Opportunities via the System for Award Management (SAM) website (https://beta.sam.gov/) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. LDUUV Program Pre-Solicitation N00024-20-R-6302 The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-20-R-6302, for the award of a contract for the design, development, and fabrication of the Large Displacement Unmanned Underwater Vehicle (LDUUV), also known as Snakehead. Snakehead is a long-endurance, multi-mission UUV, deployed from submarine large ocean interfaces, with the capability to deploy reconfigurable payloads. The LDUUV will provide guidance and control, navigation, autonomy, situational awareness, core communications, power distribution, energy and power, propulsion and maneuvering, other hotel functionality, and sensors in support of the Intelligence Preparation of the Operational Environment (IPOE) mission. As a submarine launched UUV, the LDUUV will achieve full integration with the Modernized Dry Deck Shelter (DDS) and Payload Handling System (PHS) equipped submarines. The Solicitation release will be announced electronically under Contract Opportunities at https://beta.sam.gov/ and interested parties must comply with that announcement. The Contract Opportunities website is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor beta.sam.gov for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.� The draft solicitation will be posted on DI2E prior to the Industry Day event, and is projected to include the draft RFP information (e.g. performance specifications, statement of work, etc.), for industry to review and provide feedback.� The Government intends to post the final LDUUV Detailed Design and Fabrication solicitation / RFP in fourth quarter fiscal year 2020.� Industry will have 60 calendar days from final RFP to submit a full proposal for LDUUV.� The Government will specify the submission time and date in the final LDUUV solicitation / RFP. SOLICITATION DOCUMENT ACCESS The LDUUV RFP documents (including draft release of documents), Bidder's Library, and communications with industry (including Industry engagement) will contain controlled information. Potential Offerors interested in viewing any of the data associated with the LDUUV RFP must complete and return 1) a Terms of Use Agreement; and 2) a Security Classification Specification, DD 254 (Block 6.a., 6.b. and 6.c.). Offerors must be active DoD contractors to access the data within the draft RFP. A blank Terms of Use Agreement and DD 254 are attached to this synopsis. Offerors should complete and return both documents now in order to expedite the review of the draft RFP documents. Upon proper clearance approvals by the Government, the Contracting Officer will issue a ""Terms of Use"" letter to the requesting company. The �Terms of Use� letter shall be signed and returned to the Contracting Officer and Contract Specialist. Upon receipt of the �Terms of Use� letter by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. Upon receipt and approval of the TOU agreement by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the offeror so long as the offeror has met the security requirements. If a company already possesses a fully executed TOU for the LDUUV program from earlier interactions with the Government to gain access to program materials, a new TOU will not be required.
