- The solicitation and associated information will be available ONLY from the beta.SAM.gov website on-line at https://beta.sam.gov/ and is now known as Contract Opportunities.�� This is a web based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. The 106th Rescue Wing of the New York Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of cement pads at Westhampton Beach, NY (Suffolk County). This project is to construct and pour cement pads within the FS Gabreski ANG Base. Basis of Award: Bid that conforms to the terms and conditions of the synopsis/solicitation and meets all the requirements outlined in the statement of work, provides the lowest price and is determined responsible in accordance with FAR Subpart 9.104-1. The contract duration is 59 days after Notice To Proceed. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238110, with a size standard of $16,500,000.00. The magnitude is between $25,000 and $100,000. Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees�.� The tentative date for issuing the solicitation is on-or-about April 2, 2020. Actual dates and times will be identified in the solicitation. �Interested offerors must be registered in the System for Award Management (SAM).
