Description
This is a Sources Sought and is for informational purposes only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). No solicitation is currently available. This request does not obligate the Government in any contact award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.� Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm�s ability to submit a proposal if and when a solicitation is issued.� The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to determine the business size and capabilities of potential sources for the installation of a new mooring cell and waterways danger signage at Dashields Lock and Dam, Ohio River, PA. The major features of the requirement are identified below: a. Removal of existing signage for return to the Government b. Demolition of existing concrete cap c. Encapsulation of existing mooring cell with new sheet pile cell d. Installation of line hook framing and armor banding e. Consolidation of existing fill material f. Placement and compaction of new fill material g. Placement of new concrete h. Installation of new waterways danger signage and ladder The work is to be performed using a floating plant which may be moored overnight at the Dashields Locks and Dam. Installation of the new mooring cell and signage involves lifting of the sheet piles, signage, and associated components from a floating crane. All work will be performed from the Contractor�s floating plant. Disposal of concrete rubble will be required. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable. Construction work will occur in close proximity to waterway traffic and the operating locks and dam. The existing lock chambers are currently operated 24 hours a day, 7 days a week. The proposed NAICS for the acquisition is 237990 � Other Heavy and Civil Engineering Construction. The small business size standard is $39.5 million. The estimated magnitude of construction for each project is between: $1,000,000 and $5,000,000. The information gathered will be used by the Government to make appropriate acquisition decisions. INTERESTED SOURCES MUST PROVIDE THE FOLLOWING INFORMATION: Interested and capable sources are requested to provide complete responses with the following information to David Lahey, Contract Specialist, no later than 11:00 a.m. on June 16, 2020 by email at David.J.Lahey@usace.army.mil: Company/firm name and address Company/firm point of contact, telephone number and email address Company/firm Commercial and Government Entity (CAGE) Code.� If a member of a joint-venture or mentor-prot�g� agreement with the Small Business Administration (SBA), please provide information on both members of the joint-venture. Company/firm business size, to include designation as large business, small business, HUBZone, 8(a), Services Disabled veteran Owned Small Business, Small Disadvantaged Business or Women-Owned Business. Confirmation of the Contractor�s ability to perform at least 15% of the effort with its own personnel. All interested contractors should submit a narrative demonstrating their specialized experience in similar type contracts and past performance.� Capability statements should include, bonding capacity, bonding availability, details of similar projects and the completion dates, contract amounts for the similar projects listed, and references.
