- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is ALLBRIDGE, LLC. located at 6990 Perry Creek Road, Raleigh, NC, 27616-8069; Phone: (919) 780-5169. This requirement will be used to provide service for the already installed 185 units with 55 standard definition channel headends proprietary to ALLBRIDGE, LLC at the Department of Veterans Affairs, San Diego Healthcare System (VASDHS) located at 3350 La Jolla Village Drive, San Diego, CA 92161-0002. The San Diego Healthcare System has 185 proprietary 55 standard definition channel headend units that are currently providing Direct TV service. Service must be purchased from ALLBRIDGE, LLC, the company to whom the units are proprietary. VASDHS intends to replace the system and open the process to competition, but will not have funding to replace the hardware until FY 2021, so a one-year contract to continue service with ALLBRIDGE, LLC is necessary. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 7/1/2020. The Contractor s service shall be utilized at the Department of Veterans Affairs, San Diego Healthcare System (VASDHS) located at 3350 La Jolla Village Drive, San Diego, CA 92161-0002. The proposed period of performance shall be from July 1, 2020 through June 30, 2021. Total estimated value for the Base Year is $31,598.14. The North American Industry Classification System (NAICS) for this requirement is, 515210 Cable and Other Subscription Programming. The Product of Service Code for this requirement is, D304 IT and Telecom Telecommunications and Transmission. The Small Business Administration (SBA) size standard for this sector is $38.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
