Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 ""Synopses of Proposed Contract Actions."" US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, firm fixed price contract with H&N Electric � Power Systems by Timken (Philadelphia Gear) 4224 East B Street, Pasco, WA. 99301-6418. The services in this acquisition directly support the Agencies� obligation to maintain compliance for Flood Control, which is mandated by the Columbia River Treaty Flood Control Operating Plan.� John Day Project is categorized as a Category II � Reservoirs operated for tributary flood protection with incidental flood regulation for the lower Columbia. The objective of this contract is for the repair and overhaul of Spillway 475SPEC gearbox, and motor assembly; replace obsolete brake assembly, model # 511H975-97; and replace obsolete brake hub, model # 511H1170-55. The gearbox assembly is proprietary components from Timken Power Systems (Philadelphia Gear) whom own all Intellectual Property of the gearbox.� The gearbox was specifically designed for the spillway gate hoist assembly. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The size standard as defined by the U.S. Small Business Administration is $8 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.� All responsible sources may submit a capability statement to the contracting officer before the notice end date.� If no affirmative written responses are received by 4:00 PM PST time on 10 June 2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
