Description
The Veteran s Administration's Health Services Research and Development Service (HSR&D), Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Applied Decision Science of Cincinnati, Ohio for experts in the field of cognitive analysis. The requirement is to provide Senior Scientist, Visual Designer, Research Assistant, and Research Associate services for continuing Veteran s Health Administration medical study projects. The requirement is a follow on to VA240-17-D-0054 for like services. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per Federal Acquisition Regulation. This notice of intent is not a request for competitive proposals, however; any responsible small business source who believes it can meet/exceed the requirement, may submit a capability statement stating how each specification can potentially be met/exceeded. Capabilities shall be sent to the Contracting Officer by the email Michael.haydo@va.gov no later than Wednesday, June 8, 2020, (10:00AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The required general services shall include: The services shall support a VA funded research studies titled End of Shift Handoff Study , and Improving Medication Safety through Human Factors Informatics Research . The services require personnel with a master s level degree in the field of Human Factors with vast experience in cognitive task analysis. The required positions are: Senior Scientist Visual Designer Research Assistant Research Associate General Duties: Planning interviews and simulations, analyzing/ interpreting data and reporting results Qualitative data analysis and multi-method research design Working with research teams to provide analyses and manuscript preparation for implementation and health services research involving health care organizations particularly in the Veterans Health Administration organization Participation in the conduct of interviews and observations Publishing in the area of decision-making behavior Participation in all phases of research Consultation on new and follow-on HSR&D research projects in development or initial stages of research as needed Duty Related Specifics: IRB #1807631909, Improving Patient Care and Physician Resilience through Effective Veteran-Centered Communication and Documentation Practices : Senior Scientist Aid in developing codebook Conduct thematic analysis of adverse drug reaction data Aid in model development Aid in drafting journal quality publications and other dissemination activities Visual Designer Aid in developing codebook Code data from renal cases Conduct thematic analysis of renal data Aid in model development Aid in drafting journal quality publications and other dissemination activities Research Associate Aid in design cognitive task interviews Aid in qualitative data analysis team Aid in drafting journal quality publications and other dissemination activities Participate in all phases of research IRB #1708611319, A Human-Factors Investigation of Health Information Exchange: Tools to Support Providers' Coordination of Medications : Senior Scientist Design cognitive task interviews Serve on the qualitative data analysis team Aid in drafting journal quality publications and other dissemination activities Participate in all phases of research Visual Designer Aid in design cognitive task interviews Aid in qualitative data analysis team Aid in drafting journal quality publications and other dissemination activities Participate in all phases of research Research Assistant Aid in design cognitive task interviews Aid in qualitative data analysis team Aid in drafting journal quality publications and other dissemination activities Participate in all phases of research Provision of Optimal Workshop card-sorting software subscription. Contractor shall provide the Principal Investigators with progress updates at least four (4) times per month. Reports shall include the number of interviews, data obtained and analysis of data. Progress updates may be made during team or individual meetings and/or through email communication. Contractor shall provide status of manuscripts with anticipated publication dates. Contractor shall provide the VA Contracting Officer Representative (COR) with workload data on a quarterly basis. Workload data should include daily activities relating to the contract (interviews, data analysis reports, research team meeting minutes, etc.).
