Description
Notice of Intent to Sole Source The Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, DE 19805 has a sole source requirement for an aerated hydrogen peroxide sterilant unit designed for use in laboratory and hospital settings.  Specifically, the facility requires a unit that utilizes an EPA registered 35% hydrogen peroxide sterilant, chemical indicators calibrated against 6-log biological indicators to verify room decontamination is complete and pathogens and other microbiology have been deactivated, and an active aeration cycle to effectively remove vapor.  The medical center has identified that there is only one unit available on the market who meets all the requirements, the Bioqeull Bio-Decontamination Unit and accessories specifically designed, tested and validate for the deactivation of pathogens and other microbiology in a hospital or laboratory environment.  The Wilmington VAMC s requirement is for:  One (1) each Bioquell Z-2 Bio-Decontamination Unit with the following: 120v/60hz; Onsite commissioning of the unit; Onsite 3-day operator training; Documentation and operations manuals; Six (6) rolls self-adhesive sealing tape; Lectern control system; Initial start-up pack for system commissioning; One (1) Dräger XAM-500 hydrogen peroxide sensor; One (1) box of 100 Bioquell HPV-BI biological indicators; One (1) box of 100 Bioquell HPV-CI chemical indicators; and, One (1) each four (4) bottle case of Bioquell HPV-AQ 5000ml 35% hydrogen peroxide solution; One (1) each Bioquell BQ-50 Bio-Decontamination Unit with the following; 120v/60Hz; Onsite commissioning of the unit; Onsite 3-day operator training; Documentation and operations manuals; Three (3) each vapor distribution/aeration units; Lectern control system; Initial start-up pack for system commissioning; Transport system/cart; Two (2) each vent sealers; One (1) each fire alarm sealer; Packing and shipping FOB Wilmington VA Medical Center; Online and 3-day On-Site Training; Six (6) roll self-adhesive sealing tape; Initial start-up pack for system commissioning; One (1) Dräger XAM-500 hydrogen peroxide sensor; One (1) box of 100 Bioquell HPV-BI biological indicators; One (1) box of 100 Bioquell HPV-CI chemical indicators; and, Two (2) each four (4) bottle cases of Bioquell HPV-AQ 5000ml 35% hydrogen peroxide solution. This notice is being posted so that any unknown vendors who are capable of providing the required system; either the Bioquell Bio-Decontamination Unit and accessories or a hydrogen peroxide sterilant unit that meets the same requirements  may come forward and express their interest and capability in providing the required equipment to the Wilmington VA.  If your company/organization is capable of providing the required items, provide your entity s capability statement to Emily Hall, Contract Specialist by 4:30 p.m. Monday, June 8, 2020 via email to emily.hall5@va.gov.  In addition to your capability statement also provide any applicable letters of authorization to distribute either Bioqeull Bio-Decontamination or other brand Units and accessories, the size and socioeconomic status of your company, and any other information pertinent to this requirement.  Reference Procurement ID number 36C24420Q0676 in the subject of the email. ***This is not a request for quote, no quotes should be sent in response to this notice. Statement of Need: The salient characteristics of the Bioquell systems that make them unique to the VA s needs include, but are not limited to: Plug and play controls that do not require special programming skills thereby allowing non-technical staff, such as house-keepers, to operate the equipment. Bioquel has the only system that is GMP, CGMP and GAMP traceability and compliant for Pharmaceutical production. In essence, the unit produces reports on efficacy of cycles which are kept as part of the pharmaceutical production record for compliance with FDA regulations for the design, monitoring and control of pharmaceutical production. Almost all Hospitals including Wilmington produce medication in house for chemo therapy and the process if known as compounding. This equipment is critical in maintaining compliance with other standards including VA Directives and the United States Pharmacopeia (USP). The Medical Center is current out of compliance with the standards and this equipment is critical in correcting the deficiencies. EPA approved biocide consisting of 35% aqueous hydrogen peroxide that does not include any other toxic or hazardous chemicals or biocides. This is important to prevent exposure to toxic chemicals. In short, the disinfectant used by the system shall break down to water vapor and oxygen and leave no other chemical residue. Because of the 35% HP, no other hazardous chemicals or biocides are needed to reach very high levels of deactivation of pathogens. The system is a vaporizing system and not a misting system. This allows for atomization and suspension of the biocide which then fully saturates the air in the space and depositing a thin film on all surfaces. And, because no other chemicals or biocides are used, the rooms do not need to be cleaned after a cycle since there is no harmful residue left behind. This means the space can be occupied immediately after application allowing for quick turn-around of patient rooms. Bioquell is the only system with independent proven efficacy in reaching a minimum 6-log (99.9999%) deactivation of multiple Healthcare-Associated Infection (HAI) causing pathogens including C. difficile, Acinetobacter, Vancomycin Resistant Enterococci (VRE) and Methicillin-resistant Staphylococcus aureus (MRSA). Bioquell is the only system that can provide a complete 3-D distribution of the hydrogen peroxide vapor (HPV) including the ability to disinfect a suite with adjoining rooms such as a bathroom with a single cycle.
