- This is a pre-solicitation notice only. Response to this notice is not required.� The Regional Health Contracting Office-Central has a requirement for non-personal services to provide ground ambulance services in support of the Department of Emergency Medicine at William Beaumont Army Medical Center (WBAMC), Texas, and Fort Bliss, Texas. Services shall include staffing two (2) ambulance units at WBAMC and three (3) additional ambulance units at different locations within Fort Bliss.� Coverage for the five (5) stations will be 24 hours per day, 7 days per week, 365 days per year.� Staffing shall include Emergency Medical Technicians (EMT), Emergency Medical Technician-Paramedics (EMT-P), EMTs to perform Dispatcher services, a Senior Level EMT-Paramedic that will serve as an On-Site Program Manager, and a residency trained/board certified Emergency Medicine Physician that will serve as a Medical Director. The base period of performance is approximately October 1, 2020 through September 30, 2021, plus two (2) twelve-month option periods (through September 30, 2023). This requirement will be 100% set-aside for SBA 8(a) program participants. The North American Industrial Classification System (NAICS) code is 621910, Ambulance Services. The Small Business Administration's size standard for NAICS 621910 is $16.5 million. The solicitation number is W81K00-20-R-0008. The solicitation will be available on/about June 10, 2020, at the FedBizOpps website (https://beta.sam.gov). Prospective offerors are advised that if tentatively selected for award, they must register with the System for Award Management (SAM) at www.sam.gov and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. Paper copies of the solicitation will not be issued, and telephone and faxed requests for the solicitation will not be accepted.
