Description
70Z0G120BPRV00400 ISSUE DATE:� 1 MAY�2020 � Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to perform maintenance dredging of the entrance channel at USCG Station Jones Beach.� Hydraulic dredging is permissible.� Dredge spoils will be de-watered on-site and disposed of at 110 Sand Company in Melville, NY. The total estimated amount of material to be dredged is 6,875 cubic yards consisting of coarse sand, silt, clay, and gravel.� Due to the scheduling restrictions in the NYSDEC dredging permit, all in-water work for the dredging must be completed between October 1 and December 31, 2020.� No in-water work is permitted after December 31st due to permitting and environmental restrictions.� In certain instances, upon request, NYSDEC may extend the permissible in-water work past December 31st,�however, Contractor shall plan to complete all in-water work prior to December 31st.� All work shall be accomplished in accordance with project specifications PSN 9829696, Drawings for PSN 9829696 (5 sheets), NYSDEC Permit, Army Corps permit, and the applicable wage rates incorporated into the solicitation.� All permits have been secured. SPECIAL NOTES:� Conduct dredging operations so that navigation through the channel is possible at all times.� Dredge quantity of 6,875 cubic yards is an estimate based on a hydrographic survey performed in November, 2019.� The Contractor shall provide a cost for dredging per cubic yard.� That per cubic yard cost will be used for any necessary contract cost adjustment resulting from dredging more or less than the estimated 6,875 cubic yards, within the limits of dredge.� Contractor will be compensated for actual quantity of dredge material removed and disposed, within the limits of dredge, as shown on the plans and specifications. Dredge spoils will be de-watered on-site and disposed of at 110 Sand Company in Melville, NY. � The period of performance for the project is 110 calendar days from issuance of Notice to Proceed. ��Applicable permits do not allow in-water work between January 1 and September 30 of any calendar year. All dredging work shall be completed no later than December 24, 2020. In the event that the post-dredge survey indicates that the specified dredge limits have not been met by December 24th, the contractor shall use the time remaining in the month of December to correct the deficiencies.� No work is permitted after December 31st due to permitting and environmental restrictions.������ The estimated value of the procurement is between $1,000,000 and $1,500,000.� Performance and Payment bonds will be required.�� Solicitation packages will be available on 1 MAY�2020. The�date set for receipt of bids�is scheduled for 2 JUNE�2020 at 2:00 pm. The applicable North American Industry Classification System (NAICS) code is 237990, Dredging and Surface Cleanup Activities, with a small business size standard of $27.5 Million. This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns.
