- PRESOLICITATION NOTICE: The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Carpet Replacement and Painting project for the William Howard Taft National Historic Site in Cincinnati, OH. Work will consist of providing all labor, materials, tools and other equipment necessary to: A). Clean, prepare, repair and paint approximately 10395.92 square feet of ceiling, walls, doors, door trim, as well as sides and top of recessed windows of the Taft Education Center. B). Removal and installation of approximately 3868.96 square feet of carpet on the first and second floors of the Taft Education Center. SOLICITATION NUMBER: 140P6420R0026. PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by late July 2020 with performance to begin in August 2020. Construction Wage Rate Requirements for Hamilton County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238320, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid/late June 2020 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and FedConnect, website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
