- The U.S. Fish and Wildlife Service issued a Request for Proposal (RFP) on May 4, 2020 to solicit for and procure a firm-fixed-price for levee rehabilitation and water control structure replacement work at the Don Edwards, San Francisco Bay National Wildlife Refuge (Alameda County). The proposed period of performance is anticipated to start on or about August 3, 2020 and for all work to be completed on or about November 26, 2021. Project magnitude is more than $10,000,000.00. This procurement is being solicited as a Small Business Set-Aside. The NAICS code is 237990 with a size standard of $39.5 million or less annually when averaged over a three year period. The work to be performed will be as defined in associated specifications and drawings provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on the following in the Solicitation: 1) Recent Relevant Experience 2) Recent Relevant Past Performance: and 3) Price The solicitation package will include the Solicitation Form (SF1442), a combination of three separate specifications, three separate drawings and two bid schedules and other attachments as required. Documents will be posted to the https://beta.sam.gov/ and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on May 4, 2020. Prior to proposal submission, contractors must register in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
