Description

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Price (FFP) delivery order to Raytheon Missile Systems (RMS) against Basic Ordering Agreement (BOA) N00019-15-G-0003. The anticipated delivery order provides for the procurement of the Follow-On Integrated Logistics Support (ILS) and Training to meet the Follow-On Operating Capability (FOC) of the Royal Saudi Air Force (RSAF) AGM-154C weapon system, which has been integrated with the F-15SA aircraft. Contract award is anticipated for November 2020. Small businesses interested in subcontracting possibilities may contact Susy Arechaga (Susana_L_Arechaga@raytheon.com) 520-663-6196, Raytheon.� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� Please copy NAVAIR on any capability statements provided to Raytheon to the attention of Lauren Thompson (lauren.thompson@navy.mil).� �� This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon Missile Systems is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement. This notice of intent is not a request for competitive proposals.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
