- This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E520Q0022. The associated North American Industry Classification System (NAICS) code is 333517�Machine Tool Manufacturing and has a size standard of 500 employees.� This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for to procure one (1) concrete cylinder end grinder conforming to the following requirements: The grinder shall operate such that, after grinding the end of a specimen, the ground surface shall not be more than 0.5� out of plane from perpendicular to the cylinder axis, and no point on the surface shall deviate from the plane of the surface by more than 0.002�, according to ASTM C39. The grinder shall be capable of simultaneously grinding three 4�x8� cylinder specimens or two 6�x12� inch cylinder specimens. It shall be possible to quickly switch the configuration of the machine between modes for 4�x8� cylinders and 6�x12� cylinders. This operation should not require use of any tools. Grinding of cylinders shall be accomplished by means of a diamond grinding wheel, which simultaneously spins to provide surface abrasion, and oscillates to side to abrade each specimen uniformly. Specimens shall be fed into the oscillating grinding head by means of a carriage with automatic feed. The feed rate of specimens shall be adjustable by the user. Manual control of specimen feed shall be possible, and the user should be able to quickly switch between automatic and manual feed modes. Mounting of specimen in the carriage shall be via a tool-less clamping head, which presses specimens against the carriage, such that cylinder axes are parallel to the direction of feed and perpendicular to the grinding head. During the grinding operation, the grinding head and specimens shall be cooled and lubricated by fresh water. Water should turn on automatically when the oscillating grinding head is activated. Rate of water flow should be user adjustable. The water and sediment resulting from grinding shall be contained, and drained via a catch basin under the grinding head. The hose draining the catch basin shall be at least 0.75� inner diameter. Grinding spray around the cylinder specimens shall be contained using a removable cover which loosely fits the specimen diameters. Covers shall be provided for both 4� diameter and 6� diameter cylinders. The grinder shall possess a timer which allows the user to set the length of grinding time. The timer shall begin when the grinding head is activated, and shall stop the automatic feeding of the carriage when the specified time has elapsed. When time has elapsed an audible alarm will sound. Grinder shall be mounted on casters, such that it can be easily repositioned by a single adult. Power. Instrument should be powered by 120V A/C with standard US 120 V A/C plug. Materials. Provide the following additional materials/ equipment: Test fixtures necessary for grinding of both 4�x8� and 6�x12� cylindrical concrete specimens, including any required covers or mounting hardware. The machine must be capable of grinding cylinder ends such that they comply with standard specification ASTM C39. Shipping should be included in the quote. Delivery shall be FOB Destination to ERDC-CRREL in Hanover, NH� 03755. Please reference the attached RFQ for the Purchase Description (PD), as well as all applicable provisions and clauses. The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. The following factors shall be used to evaluate offers: technical capability to meet the Government�s required specifications; and price.
