- Title: W900KK20R0020 Army Ground Aerial Target Control System (AGATCS) Support, Development, and Production (SDP) Single Award IDIQ The purpose of this posting is to provide an update on the Request for Information (RFI) issued for Notice ID/Solicitation W900KK-20-R-0020 for Target & Threat Operation - Production & Development Support (T2 OPS), Multiple Award Contract (MAC). The Government has reviewed industry�s responses to the RFI posting W900KK-20-R-0020.� Market research for the T2 OPS MAC does not support adequate competition as established by Competition in Contracting Act and outlined in Federal Acquisition Regulation (FAR) Part 6 � Competition Requirements. �The MAC is not a viable contracting solution for PM CT2.� The Government will individually procure the items that were going to be solicited within the MAC. The Government intends to proceed with a Single Award Indefinite Delivery/Indefinite Quantity contract for the Army Ground Aerial Target Control System (AGATCS) Support, Development, and Production (SDP).� Solicitation W900KK-20-R-0020 remains active. �All future reference made to W900KK-20-R-0020 will only refer to AGATCS Support, Development, and Production (Single Award ID/IQ).� The Government intends to post a draft IDIQ Statement of Work in 30 days with a Draft Section B - Contract Line Item Number (CLIN) structure. ** Updated Posting as of 27 January 2020�*** Description: U.S. Army Contracting Command Orlando has a requirement for the U. S. Army Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Cyber Test Training (PM CT2), to procure Army Ground Aerial Target Control System (AGATCS) Support, Development, and Production (SDP). The anticipated single award Indefinite Delivery / Indefinite Quantity contract (IDIQ) will provide AGATCS capabilities for aerial, maritime, and ground based targets during a five year ordering period. The Government estimates that one (1) target will be integrated annually to the AGATCS as well as continuous updates to the software base line to ensure Cyber compliance and lifecycle maintenance. The potential offeror shall have production capabilities with rapid response time for part creation as needed. The Government has not determined a Small Business set aside percentages. Potential vendors that have acceptable past performance with Target Controlling System production and development with the past three years are encouraged to submit a capability statement.� The statement should not provide marketing data or other information that does not pertain to ""Target Controlling System Production / Development"". If you have provided a response in the past, the Government asks that you register as an interested party either on this sire or via email to the listed Contracting Specialist. Submit responses NLT 7 February 2020 to be included in the market research as an interested vendor.� However, the Government will accept early responses. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. *** Update as of 1 May 2020 *** U.S. Army Contracting Command �Orlando and the Program Executive Office for Simulation, Training & Instrumentation is posting the Draft IDIQ statement of work (SOW), the draft order SOW, and the Sample task that will only be used for evaluation purposes. This action is anticipated to be a full and open competition resulting in a Single Award IDIQ with an estimated orderiong period of 7 years. Please review the documents and provide any question, request, edit, addition by 18 May 2020.� The Government will review the input and make any adjustments as necessary and then post a draft RFP shortly after.� The Government is contemplating a two phase approach for source selection. Phase I: Offerors submit their Technical Experience Volume and Small Business Participation/Commitment Volume for evaluation on an acceptable /unacceptable basis. Phase II Offerors submit a Technical Volume and a Cost/Price Volume.� A subjective trade-off will be conducted regarding Technical and Cost/Price where Technical is significantly more important than Cost/Price. The evaluation approach is subject to change. ***Update 3 June 2020�**** The questions received and the Government answers have been�uploaded.� The Govnerment anticipates enterning into PALT in the next 30 days and releasing a Draft RFP.
