Description This modification references the AAL BAA which can be found at https://aal.army/wp-content/uploads/2019/05/W911NF-19-S-0004_Disruptive_Applications_BAA_-_Final_draft_update.pdf W911NF-19-S-0004 � Synopsis: The Army Applications Lab (AAL) along with Command Power and Integration Directorate (CP&ID) � Position Navigation & Timing (PNT) Division, are seeking technologies related to vision based navigation for dismounted Soldiers as a Special Topic under the AAL Broad Agency Announcement (BAA) W911NF-19-S-0004 for Advance Technology Demonstration and related research as described below.� Upon receipt, the Government will evaluate submissions through the process established in the AAL BAA, except as modified herein.� The Government reserves the right to cancel this special notice without award for any reason. Issuance of this notice does not commit the Governments to pay for any preparation costs incurred in compiling a response. As a general matter, all requirements referenced in BAA W911NF-19-S-0004 apply to this effort. The Government anticipates awarding one or more Other Transaction Agreements (OTA) in accordance with 10 U.S.C 2371b, under this Special Topic, but will consider other potential award types listed in the AAL BAA, to include procurement contracts, grants, cooperative agreements, and Technology Investment Agreements. In accordance with 10 U.S.C. � 2371b(f), the Government may award a follow-on production contract or Other Transaction (OT) for any OT awarded under this solicitation if: (1) that participant in the OT, or a recognized successor in interest to the OT, successfully completed the prototype project provided for in the OT and (2) the OT provides for the award of a follow-on production contract or OT to the participant, or a recognized successor in interest to the OT. PROJECT DESCRIPTION � Background Vision Aided Navigation Prototype(s) AAL is interested in Vision Aided Navigation solutions & associated technologies that will enable U.S. Army Soldiers operating in dismounted operations to continue to obtain Position, Navigation, and Timing in areas with limited or no GPS signal. ��Because dismounted operations include operating without immediate access to vehicle support, devises carried by a Soldier should be small, lightweight, and capable of operating with low power consumption.� The intent of this special topic is to develop Vision Aided Navigation capabilities, including component, sub-component, and associated technologies, to allow dismounted Soldiers to continue to operate utilizing limited or no GPS signals, which will enhance dismounted capabilities while reducing the need to overpower jamming systems.� AAL is interested in the following, non-exhaustive, list of Vision Aided Navigation solutions, though, submitters may submit proposed Vision Aided Navigation solutions that do not meet the following: - Enhancements to commercial technologies to reduce size, weight, power consumption and reduce cost (SWAP-C) of Vision Aided Navigation technology. - Options that improve performance and efficiency and/or which can reduce overall cost, through software development. - Proposed Vision Aided Navigation solutions must meet the following Performance Requirements for Vision Aided Navigation Capabilities: Soldier navigation:� <2% error as a function of total distance traveled (dismounted), real-time positioning using Simultaneous Localization and Mapping (SLAM), Loop Closure, Visual Odometry techniques, or equivalent. Imaging sensors:� uncooled micro bolometer, consumer mobile device and thermal cameras, or equivalent. Wavelengths (imaging sensor): visible (400-800 nm), LWIR (7.5-13.5um) Frame rates: up to 60Hz Compatible/Integrated with available GNSS signals, MEMS IMUs SWAP-C: Size, Not to exceed - 6.5 in x 3.5 in x 1.5in (approximate size of DAGR, or less) Weight:� Not to exceed 3lbs with batteries Power: Not to exceed 10W (processor, imaging, IMU) Cost:� <$2000 per unit, complete system (approximate cost of DAGR) � *Complete component solutions that do not exceed 6.5 in x 3.5 in x 1.4 in (Approximate size of the DAGR); do not exceed 3lbs with batteries, and do not exceed 5W (average) and peak of 10W power consumption may be submitted. Scope of the Call This Special Notice invites white papers on the topic of �Vision Aided Navigation solutions for dismounted Soldiers,� as part of the AAL BAA Disruptive Applications, Assured Position, Navigation and Timing (APNT).� From the white papers submitted, a limited number of submitters will be selected to submit a full proposal after undergoing a technical Q&A with Army officials.� � There is an increasing prospect for future Vision Aided Navigation solutions to ensure the United States maintains Assured Position Navigation and Timing for dismounted soldiers. This call invites applications on the topic of Vision Aided Navigation solutions for dismounted soldiers. It is not fully known at this time what the quantities or dollar values will be, or which exact program office or agency may produce follow-on product however the solution may be applicable to various military application. White papers should be for cutting-edge innovations that could produce discoveries with the potential for significant impacts to enable new and improved Army operational capabilities in regards to Vision Aided Navigation for dismounted soldiers. Research Themes Proposals invited under this Special Topic should relate to one or more of the following themes. Simultaneous Localization and Mapping (SLAM) Loop Closure Visual Odometry or equivalent Technologies to reduce size weight and power consumption of Vision Aided Navigation components. Camera components and systems in small form factor for vision aided navigation. Software enhancements for Vision Aided Navigation Processing and computation of images for navigation � � � � Application Process Eligibility: Applications for this call will follow the eligibility requirements and application process of the Army Applications Lab BAA[1] (except as modified herein). Should you require clarity regarding the eligibility of a particular institute, please send a request to one of the contacts detailed in Section 8. Number of Awards: The Government anticipates making one award, but may make additional awards, or no awards, at its discretion. Duration of Award: The Government anticipates a 12 � 18 month period of performance, but may negotiate for longer duration upwards of 36 months. �� Funding: AAL will consider a wide range of funding constructs which might include but are not limited to Government funding, cost sharing, in-kind, labor or facility sharing by all parties, or any other allowable mechanism.� The actual amount of an award, if any, will be contingent on whether funds are available, the specific topic, and the scope of the proposed work. Funding for subsequent years will be contingent upon satisfactory performance and the availability of funds. Closing Date: The deadline for white paper submission is 02 July, 2020. White papers received after 11:59 PM GMT on 29 June will not be evaluated or considered for award. It is the responsibility of the submitting party to confirm receipt of submissions. How to Apply: White papers must be submitted by 02 July, 2020 utilizing the AAL website (https://aal.army/). Once on the AAL website following the submit link (https://aal.army/submit/) White papers should reference this special topic announcement. Following evaluation of all white papers, a select number of submitters will be asked to present a virtual presentation to key Army personnel and answer technical questions regarding your proposed solution.� Following the presentation, a select number of submitters will be asked to submit a full proposal. White papers not selected for presentation will not receive feedback. � Security: Classified information may not be submitted through the normal submission process identified above. Any classified information must be coordinated with POCs listed below. Evaluation Criteria White paper and proposals will be evaluated under the evaluation criteria of the AAL BAA, except as modified in this Special Topic and below. Required documentation is outlined in the BAA document. Whitepapers will be screened for eligibility in accordance with the criteria of the AAL BAA and to ensure they meet the technical requirements outlined in this Special Topic.� Whitepapers meeting requirements and otherwise eligible will be evaluated for the concept's scientific or technical merit, funding availability, and potential contributions of the effort to the Army mission, to include proposed schedule, cost reasonableness, and future savings to Army system overall costs. Applicants whose whitepapers are highly evaluated in these areas may be invited to make an oral presentation to Army stakeholders virtually.� Presentations will include one hour for presentation and up to one hour for questions and answers. No new written materials will be submitted with the presentation. Presentations will be evaluated on the concept�s scientific or technical merit, funding availability, and potential contributions of the effort to the Army mission, to include proposed schedule, cost reasonableness, and future savings to Army system overall costs. Highly evaluated presentations may be invited to submit a proposal.�� Proposals will only be considered upon invitation through the above described process. Proposals will be evaluated in accordance with the evaluation criteria of the AAL BAA. Presentations may be audio or video recorded.� Further details regarding presentation requirements and logistics will be provided as necessary for those selected to present.
